Senators Introduce Bill to Modernize Federal Permitting

Sens. John Curtis (R-UT), Cory Booker (D-NJ), Dave McCormick (R-PA), Mark Kelly (D-AZ), Steve Daines (R-MT), John Hickenlooper (D-CO), Ted Budd (R-NC) and Alex Padilla (D-CA) introduced the ePermit Act, which would modernize and streamline federal environmental reviews and permitting by leveraging interactive, digital and cloud-based technologies.


The bill would:

  • Modernize the environmental review process
  • Create a cloud-based permit authorization portal
  • Preserve existing environmental protection requirements.


Too often, the federal permitting process falls behind schedule due to outdated, paper-based systems. Lengthy documents, limited transparency, and poor interagency coordination create confusion, delay projects, and invite unnecessary litigation. The ePermit Act directs federal agencies to adopt standardized data systems and modern project management tools to tackle these problems head-on, helping agencies work more efficiently while improving public access and accountability.

INCOMPAS CEO Chip Pickering will join a panel during the Benton Institute's Telecom Act at 30: Universal Services as a North Star event this Thursday, March 5 from 12:45 p.m.-4:45 p.m.


The panel - How a Bill Becomes a Law - is schedule for 1:15 p.m. and will be moderated by Benton Senior Counselor Andy Schwartzman. In addition to Pickering, the panel will include Katie King, former FCC special counsel; Gina Keeny, founder of Keeney Consulting; and John Windhausen Jr., president of Telepoly.

House Subcommittee Hearing Examines AI Infrastructure, Permitting and Regulatory Reform

Last week, the House Science Subcommittee on Investigations and Oversight held a hearing examining the infrastructure, energy, and regulatory implications of rapid data center expansion driven by artificial intelligence growth. Members debated whether federal permitting processes are impeding U.S. competitiveness in the AI race and whether regulatory reform is necessary to accelerate energy generation and transmission infrastructure.


Witnesses included:

  • Marsden Hanna, Head of Energy and Sustainability Policy, Global Affairs Team, Google, LLC

FCC Releases Lifeline NRPM Adopted at February Open Meeting

The FCC released the Strengthening the Integrity of the Lifeline Program NPRM that was adopted at its February 18 open meeting. The NRPM would reform the Lifeline Program to ensure federal dollars go to eligible Americans, enhance program integrity, ensure service providers comply with FCC rules and regulations, and streamline Lifeline rules.
