White House Releases National Policy Framework on AI

On March 20, the White House issued a comprehensive national legislative framework that addresses many pressing policy topics presented by artificial intelligence (AI). The framework addresses six key objectives:

  • Protecting children and empowering parents
  • Safeguarding and strengthening American communities
  • Respecting intellectual property rights and supporting creators
  • Preventing censorship and protecting free speech
  • Enabling innovation and ensuring AI American dominance
  • Educating Americans and developing an AI-ready workforce


“INCOMPAS applauds the White House for releasing the National Policy Framework for Artificial Intelligence. This moment represents a serious and timely call to action for Congress," said INCOMPAS CEO Chip Pickering. "At its core the framework recognizes what INCOMPAS has long advocated for, a unified federal approach that preserves American competitiveness and innovation in the global AI race. With hundreds of state AI bills advancing simultaneously, the risk of a fragmented regulatory environment is no longer hypothetical. Congress must establish clear federal preemption that gives innovators and investors the certainty they need to build, scale and compete.


He added that "we are also encouraged by the White House’s callout to streamline federal permitting for AI infrastructure construction and operation. INCOMPAS members are building the networks and data centers that power AI, while bureaucratic barriers to infrastructure deployment cost us time we do not have in this race. Faster permitting means faster buildout, greater grid reliability and stronger American competitiveness."


"INCOMPAS looks forward to working with Congress and the Administration to turn these recommendations into durable law that secures America’s technological leadership for generations to come," Pickering concluded.

House Subcommittee to Host Telecom Act Hearing on March 26

House Committee on Energy and Commerce Chairman Brett Guthrie (R-KY) and Subcommittee Chairman Richard Hudson (R-NC) anounced that the Subcommittee on Communications and Technology will hold a hearingThe Telecommunications Act of 1996: 30 Years Laterthis Thursday, March 26, at 10:15 a.m.


The hearing will examine what parts of the law have worked, what have not, and how Congress can build on those lessons to modernize our laws to promote innovation, strengthen competition and drive investment in modern communications networks.

FCC Files Brief in USF Contribution Case

The FCC filed a brief with the U.S. Court of Appeals for the Fifth Circuit in a case seeking review of the FCC’s fourth quarter 2025 universal service contribution factor.


The FCC said, contrary to petitioners’ assertions, sections 254(c)(3) and (h)(2) do not violate the nondelegation doctrine, and petitioners offered no persuasive evidence that any of the FCC’s current universal service programs fail to comply with Section 254. The FCC also said petitioners’ challenges to the designation of USAC and the appointment of its CEO and directors are both meritless and irrelevant.

Senate Commerce Holds Section 230 Hearing

On March 18, the Senate Commerce, Science and Transportation Committee held a hearing entitled Liability or Deniability? Platform Power as Section 230 Turns 30.


The hearing focused on whether, and how, Section 230 should be reformed as lawmakers grapple with platform power, government pressure on online speech, harms to children, algorithmic amplification and the rise of generative AI.

Senate and House Subcommittees Hold Hearings on 2027 WRC

On March 17, the Senate Commerce, Science and Transportation Subcommittee on Telecommunications and Media held a hearing on U.S. Leadership at the World Radiocommunication Conference 2027: Strategy and Challenges Ahead of Shanghai. The hearing focused on spectrum policy, national security and global telecommunications competition.
