INCOMPAS CEO to Speak on Politics of Data Centers Panel

INCOMPAS CEO Chip Pickering will be a featured speaker in Broadband Breakfast Live Online this Wednesday, May 13 at Noon ET. He will join a panel on The Politics of Data Centers.


The discussion will center on how the fiercest battles over data centers are no longer being fought in Washington. They're playing out in county commissions, township zoning boards, and statehouses responding to grassroots revolt. From shots fired at an Indianapolis councilman's home to Maine's moratorium, Georgia's legislative stalemate, and zoning fights from East Whiteland to Glynn County, municipalities have become the front line of America's data center debate. What do local officials, industry voices and telecom and energy policy experts say about how zoning, preemption, and ratepayer concerns are reshaping where, and whether, data centers get built?

FCC Announces Effective Date 
for Pole Attachment Rules

The FCC issued a public notice announcing the effective date for certain pole attachment rules in the July 2025 report and order. The Office of Management and Budget approved the information collection associated with the rules, which were effective on May 7:


  • Section 1.1403(b) - Duty to provide access; modifications; notice of removal, increase or modification; petition for temporary stay; and cable operator notice.
    
  • Section 1.1411(c) through (k) - Timeline for access to utility poles.
    
  • Section 1.1412(a), (b) and (e) - Contractors for survey, estimates and make-ready.

Energy Subcommittee to Hold Hearing on Electricity Permitting

Rep. Brett Guthrie (R-Ky.), Chairman of the House Committee on Energy and Commerce, and Congressman Bob Latta (R-Ohio), Chairman of the Subcommittee on Energy, announced a hearing titled Wires, Rates, and States: Permitting Transmission for Reliable and Affordable Power


Taking place this Wednesday, May 13 at 10;15 a.m. ET, the hearing will focus on electricity transmission and delivering reliable and affordable power.

Industry Traceback Group Provides Status on Private-Led Efforts

The Industry Traceback Group (ITG) submitted information on May 1 about the status of private-led traceback efforts.


The ITG provided key metrics on efforts to trace back suspected robocalls for 2025 as compared to prior years. The ITG also provided information on call authentication and robocall mitigation database findings from 2025 tracebacks.

FCC Grants Extensions for Rip-and-Replace Deadlines

The FCC Wireline Competition Bureau issued an order addressing petitions requesting extensions of the removal, replacement and disposal terms in the Secure and Trusted Networks Reimbursement Program.


The bureau granted the requests conditioned on enhanced reporting by the recipients to ensure they make progress and will complete their RRD work within the extended term.
