INCOMPAS' Pies to Testify at 
House Hearing on Permitting

INCOMPAS Senior Vice President of Government Relations and Policy Staci Pies has been invited to testify before Congress this Thursday, September 18, during a hearing on streamlining broadband permitting. 


The hearing - Examining Solutions to Expedite Broadband Permitting - was announced by Rep. Brett Guthrie (R-KY), chairman of the House Committee on Energy and Commerce, and Rep. Richard Hudson (R-NC), Chairman of the Subcommittee on Communications and Technology. It will take place at 2 p.m. ET in the Rayburn House Office Building and address numerous legislative proposals designed to help expand access to fact, reliable and secure broadband.

FCC Issues Tentative Agenda for September 30 Open Meeting

The FCC issued a tentative agenda for its September 30 open meeting, where it will consider:

  • Accelerating Wireline Infrastructure Buildout – An NOI that would examine whether state and local statutes, regulations and legal requirements have an unlawful prohibitive effect on the provision of wireline telecommunications services, particularly through the imposition of excessive delays and fees that impede infrastructure deployments and disincentivize investments in them.
  • Deleting Obsolete and Duplicative Wireline Rules – A direct final rule that would move to delete nearly 400 primarily wireline-related rules and requirements that govern obsolete technology, are duplicative and no longer used in practice.
  • Freeing Wireless Infrastructure from Unlawful Regulatory Burdens – An NPRM that advances its Build America Agenda by seeking comment on reforms that would free towers and other wireless infrastructure from unlawful regulatory burdens imposed at the state and local level.
  • Phone Jamming Solutions in Non-Federal Correctional Facilities – A third FNPRM on removing regulatory barriers to deployment and viability of existing and developing technologies that combat contraband wireless device use in correctional facilities.
  • Modernizing Broadcast Ownership Rules – An NPRM that would advance the FCC’s quadrennial regulatory review of its broadcast ownership rules and seek public comment on whether it should retain, modify or eliminate any of these rules.

NTIA Says 36 States, Territories Submitted Final BEAD Proposals

NTIA announced that 36 out of 56 states and territories have submitted BEAD Program final proposals that outline how they will use the funding. States and other eligible entities had until September 4 to comply with the June 2025 restructuring policy notice and conduct an additional subgrantee selection round that delivered the benefit of the bargain for taxpayers.


NTIA said it committed to completing its review of the final proposals within 90 days of submission. NTIA said the remaining 20 eligible entities have been granted short-term extensions and will be submitting their final proposals in the coming weeks.

Senate Subcommittee Holds Hearing on AI Action Plan

On September 10, the Senate Commerce Subcommittee on Science, Manufacturing, and Competitiveness, held a hearing entitled America’s AI Action Plan – U.S. Innovation, Competition, and Safeguards.


The sole witness, Michael Kratsios, director of the White House Office of Science and Technology Policy (OSTP), testified that the Action Plan’s three pillars – innovation, infrastructure, and international partnerships – will maintain U.S. leadership in AI.
