The Fed's Federal Open Market Committee (FOMC) meets on interest rates. On Wednesday, the committee's  decision, followed by a statement. Economists expect the Fed will leave interest rates unchanged and federal fund futures currently imply just a 17 percent chance of move in November. There will be no press conference with Fed chair Janet Yellen after the statement.

COMMODITY FUTURES TRADING COMMISSION
Open meeting (and live webcast) to consider revising 2015 plan to boost oversight of automated trading after Chairman Timothy Massad said he would revisit provisions for making traders' source code available to regulators on demand.   A measure released last November would impose a registration requirement on as many as 100 firms that trade through complex algorithms and advanced technology such as microwave towers. Automated activities now represent three-quarters of trading in some derivatives markets but aren't subject to key government policies for curbing risk.
