Environment ministers from the European Union's 28 countries will meet as they try to find a way for the bloc to rapidly ratify the Paris climate change pact. Ratification of the Paris Agreement - which was put in place at the end of 2015 and will take effect when at least 55 countries representing a minimum of 55 percent of global greenhouse gas emissions formally sign on - is proceeding faster than expected.
