Foreclosure Intervention Housing Preservation Program


The purpose of the Foreclosure Intervention Housing Preservation Program (FIHPP) is to preserve affordable housing and promote resident or nonprofit organization ownership of residential real property. Funds are to be made available as loans or grants to eligible borrowers to acquire and rehabilitate properties at risk of foreclosure or in the foreclosure process.


FIHPP was added to California’s Health and Safety Code in July 2021.The Budget Act of 2021 appropriated $500 million through June 30, 2027 for the program. Statute requires HCD to contract with one or more fund managers (nonprofit lenders or housing trust funds) to manage the pr


FUNDS ARE NOT YET AVAILABLE UNDER FIHPP. A Request for Proposals (RFP) for fund managers is expected to be released early 2023. Please check this site for updates.

Through the support of thousands of participating organizations, together we encourage individuals to do a financial check-in that allows them to get a clear view of their finances, set savings goals, and create a plan to achieve them.

Legislative Session Off to Busy Start

California’s 2023-24 legislative session is already underway, with numerous housing bills among the first bills to be introduced in early December.

These include:



  • ACA 1 (Aguiar-Curry)—would change the Voter Threshold for Housing to 55% and make a number of revisions to current vote requirements for schools.
  • SB 4 (Weiner)—would streamline the development of affordable housing on land owned by faith-based institutions and community colleges.
  • SB 20 (Rubio)— would enable two or more cities to establish a joint powers authority to raise funding for affordable housing.
  • AB 11 (Jackson)—would create a new 11-member Affordable California Commission to study affordable housing and develop solutions for making housing more affordable.


We expect that dozens of additional bills will be introduced prior to the February 17th bill introduction deadline.

Report: California Could Solve Homelessness For $8 Billion Per Year

How much would it take for California to solve homelessness once and for all? A new report offers an answer: about $8.1 billion more per year over the next 12 years. That money would go toward creating nearly 240,000 new homes as well as ongoing housing subsidies, homeless services, and temporary housing.

Improving ADU Financing


ADU production has leaped ahead of established systems in lending and real estate. In this webinar, we’ll look at what’s needed for them to catch up–from ADU appraisal best practices to standardizing ADU data in MLS listings to mortgage implications for SB 9 two-unit and lot split projects. We’ll hear progress reports on the new ADU loan products from pioneering credit unions and also get a glimpse of a hot new trend in homeownership that intersects with ADUs–co-buying, where non-related parties purchase a home jointly.

SCAG is seeking input on the draft PATH application template. All stakeholders who live or work in the SCAG 6-County region (Imperial, Los Angeles, Orange, Riverside, San Bernardino, and Ventura counties) are encouraged to review the draft application and provide input. 



All written comments received by Feb. 13, 2023, will be considered for the Regional Council agenda item in March.

Who Can Afford to Rent in California’s Many Regions?


Introduction: The California Housing Partnership has regularly documented the severity of the ongoing housing affordability crisis that affects every county in the state.1 The COVID pandemic exacerbated a housing crisis many California residents have been struggling with for years and has disproportionately pushed renter households of color – particularly Black and Latinx households – into increased housing insecurity in our state.

Inland So Cal Housing Collective released their Bank On Matrix that highlights local financial institutions that have certified safe and affordable Bank On accounts. This document is continuously being updated as more local accounts become Bank On certified. Please go to www.ischcollective.org for the most updated version.
