New York Advances Harmful Mattress Legislation 

As ISPA previously reported, flawed mattress recycling legislation is advancing in the New York State Senate. In February, NY S 1463 was reported from the New York Senate Environmental Conservation Committee and referred to the New York Senate Finance Committee. ISPA submitted this memo of opposition before the Finance Committee hearing on Tuesday, March 4. 


ISPA needs members to contribute their voice alongside our own to amplify this message to ensure that this flawed, harmful legislation does not become law in New York.

Maryland Recycling Bill Hearing this Week; Virginia Mattress Recycling Bill Dies  

MD HB 858, which would enact a statewide mattress recycling program in Maryland, was scheduled for a public hearing in the Maryland House Environment and Transportation Committee on Wednesday, March 5. ISPA's position on this bill is “support with amendments” as the bill varies in several ways from existing mattress recycling laws enacted in other states. ISPA attended this hearing and testified in-person, submitting additional written testimony to detail our requested amendments.

Minnesota Introduces Bill Related to Mattress Recycling

In Minnesota, proposed legislation (MN SF 1980/MN HF 1624) would require mattress producers to add a recycling assessment of $5 to each mattress and box spring sold to retailers and remit the fees to the Minnesota Pollution Control Agency (MPCA). Retailers would also be required to collect a $5 recycling assessment on each mattress and box spring sold and remit those funds to the MPCA.

Maryland Broad PFAS Bill 

Maryland HB 1112, which would enact the broadest PFAS ban in consumer products in the United States, is scheduled for a hearing in the Maryland House Judiciary Committee on March 5, 2025. The bill would ban a person from manufacturing, selling, or distributing any consumer product that contains PFAS effective 7/1/2026.
