Ports Submit Alternative Proposal
On July 18th, the Cities and Ports of Long Beach and Los Angeles submitted a detailed proposal for a cooperative agreement in lieu of Proposed Rule 2304. The proposal is detailed and provides real emissions reductions as importantly preserves the cities/ports’ authority over the ports without the South Coast Air Quality Management District (SCAQMD) getting a veto on port development. Below, the descriptions (and links) of the agenda item, the Proposed Rule, and the ports’ proposal are provided. The cities/ports’ one pager and talking points are also provided.

PMSA is asking its Members to attend and testify this Friday's SCAQMD Governing Board meeting. The ask to the SCAQMD Board is simple:
“Pause the rulemaking and direct AQMD staff to negotiate with the Cities and Ports on a cooperative agreement that could be delivered to the Harbor Commissions and AQMD Board by October.”
To support this ask, PMSA will be preparing draft testimony that PMSA Members will be able to modify to suit their own organization.
The meeting will be hybrid, both online and in-person. Obviously, in-person participation is more effective. The meeting will be held in Diamond Bar at SCAQMD’s headquarters beginning 9am on Friday, August 1st.

24. Choose an Option to Address Development of a Marine Ports Facility-Based Mobile Source Measure (Presentation in Lieu of Board Letter)
Staff is developing Proposed Rule 2304 – Commercial Marine Ports (PR 2304) that would require the Ports of Los Angeles and Long Beach to develop a fueling and charging infrastructure plan, and then implement that plan. On July 18, the Ports submitted a Draft Cooperative Agreement to South Coast AQMD. This presentation will provide an overview of the current PR 2304 rulemaking and the Ports’ proposal, and provide options for the Board’s consideration. This action is to seek Board input and to direct staff on which option to pursue for this Marine Port Facility-Based Mobile Source Measure. (No Committee Review.)
