This Week in Illinois
Session Update

Both the House and Senate returned to to Springfield on Tuesday, October 19th for two days of session. Thursday's session was canceled. The House did not take any substantive action aside from announcements, agreed resolutions and bill readings. Minimal action occurred in the Senate as well.

The General Assembly will return next week Tuesday-Thursday, October 26th-28th, to pass Congressional district maps and likely legislation dealing with the Parental Notice of Abortion Act (PNA).

COVID-19 testing will be required for in-person business at the capitol during the two week session.


President & CEO Maisch Talks Paid Leave on Chicago Tonight

On Thursday evening, Chamber President & CEO Todd Maisch joined Chicago Tonight host Brandis Friedman for a segment on federally mandated paid family leave. President Biden's latest proposal calls for 4 weeks of paid family or medical leave for employees earning less than $100,000 per year.

Maisch said the business community would be open to a discussion on paid family leave if it is limited to this issue area and takes into account the resources of different sized businesses.

He said the biggest issue will be if paid family leave is mandated atop of other benefits already provided by businesses. Maisch also noted that many union contracts are already negotiated for time off/leave and this may provide additional benefits beyond the negotiated contract if not implemented correctly.

Maisch cautioned that this could become another government mandate on small and medium sized businesses.

In the interview, Friedman asked what type of access employees should have to family leave outside of a potential mandate. Maisch said that businesses desire flexibility to work with their employees to both meet the needs of the organization and the parents. Ultimately, employers and employees should be empowered to work together on this issue rather than have additional government involvement.

Executive Director Shattuck to Retire, Given Champion of Free Enterprise Award

On Wednesday, Employment Law Council Executive Director Jay Shattuck announced his upcoming retirement from full time lobbying. Shattuck has dedicated his 43 year career to be an advocate for Illinois business.

At the event, Illinois Chamber President and CEO Todd Maisch presented Executive Director Shattuck with the Tony Reinhart Champion of Free Enterprise award for his significant contributions to the business community throughout Illinois for many years.

The Illinois Chamber is grateful to have had Shattuck as a part of our team for so long but look forward to his future endeavors.

Energy Council Holds Quarterly Meeting

On Tuesday, October 19, the Illinois Chamber Energy Council hosted its virtual Quarterly Meeting, featuring Illinois Commerce Commission Chairwoman Carrie Zalewski. 

The Chair spoke about implementation issues related to the recently adopted Energy Transition Act which went into effect on September 15, 2021. Zalewski also spoke of some of the challenges the ICC faces as it attempts to ramp up to meet its new obligations under the law.

Infrastructure Council to Host Quarterly Meeting

Bills of Interest

HB 3401Midwife Certification passed the Senate by a vote of 56-1-0. This bill creates the Licensed Certified Professional Midwife Practice Act. Provides for the licensure of certified professional midwives by the Department of Financial and Professional Regulation and for certain limitations on the activities of licensed certified professional midwives. As amended, this bill also provides that no physician, nurse, emergency medical personnel, hospital, or other health care institution shall be liable for any act or omission resulting from the provision of services by any licensed certified professional midwife solely on the basis that (rather than even if) the physician, nurse, emergency medical personnel, hospital, or other health care institution has consulted with or accepted a referral from the licensed certified professional midwife.

HB 3702Public Works passed the Senate by a vote of 37-19-0. This bill provides that a superintendent of a department of public works shall be a registered professional engineer, hold a degree in engineering from an accredited institution of higher learning, or have at least 10 years of professional, management-level experience in either a municipal or county public works department (rather than the superintendent shall be a registered professional engineer).
