Important Correction Regarding NPSE Year 11

Dear Principals and Administrators,


After we sent out the NPSE update email last week, NYSED clarified in a meeting that the allocation information that they posted was incorrect. The total allocation for NPSE Y11 is $45,000,000, part of which may be reserved for a competitive grant program. Therefore, for Y11, we anticipate the per capita allocation to be between $90-$110 per student based on 2022-23 BEDS data. The higher allocation number that they posted is for Y12.


NYSED is working on releasing the Y12 allocations earlier in the year, enabling schools to plan to use their allocation before December 31, 2025.  


Please see below for additional information regarding NPSE. As a reminder, please fill out this form if you are interested in an Agudah program to process reimbursements for schools. 

We were recently informed that NYSED ORISS (Office of Religious and Independent School Support) is moving to a calendar year cycle for NPSE reimbursements. Therefore, the purchasing deadline for Y11 NPSE will be December 31, 2024, and reimbursement applications are expected to be available from January – March 2025. While this is a shorter purchasing window than usual, future purchasing windows will extend for the full calendar year. 


As only one application for reimbursement is processed each year of the grant, we encourage you to make your eligible purchases before the December 31 deadline so that you can apply for reimbursement when applications are open for Year 11. 


Important Questions: 

  • Q: What will happen if I cannot spend my allocation before December 31? 
  • A: Schools will retain all their unspent funds as carryover.


  • Q: How much will my school’s allocation be? 
  • A: The total allocation for Y11 is $45,000,000. We anticipate the per capita allocation to be between $90-$110 per student based on 2022-23 BEDS data. 


  • Q: How much carryover does my school have from Y10 and prior years? 
  • A: Those numbers are not available yet; you can estimate the number by using your Y10 allocation and rollover minus whatever reimbursements you submitted earlier this year.


  • Q: What is eligible for reimbursement? 
  • A: Many safety and security purchases, expenses, upgrades and services are eligible. Please see HERE for a full list. We would like to call your attention to the NPSE Building Repair & Remediation list that includes many eligible building maintenance, services, and renovation needs after 4/1/2022. 


  • Q: Will Agudah process reimbursements for schools? 
  • A: Agudah piloted a successful program last year to process reimbursements for schools for a fee. It is TBD if we will do that this year. If you are interested in this service, please fill out this form.


  • Q: Can a school be reimbursed for prior purchases? 
  • A: Yes, schools can be reimbursed for certain expenses from 4/1/2013.


  • Q: When will my school receive the Y10 reimbursement? 
  • A: After NYSED reviews the claims. They have not started the review process yet. Please see questions 4 and 5 on the Q&A.

 

  • Q: How can I prepare now to maximize my reimbursement? 
  • A: Review your expenses and the eligibility lists to identify qualifying purchases. Review and keep on file NPSE required documentation (including invoices, proof of purchase, proof of payments, activity reports for security guards and school personnel.)
