We want to make you aware of a recent federal regulatory update that may affect international students, employees, and other community members who hold temporary work visas, study-related immigration statuses, or permanent residency.
Late last night, our external immigration counsel shared new guidance regarding the Alien Registration Interim Final Rule, which takes effect today, April 11, 2025. While we are still reviewing the full scope of this regulation and awaiting further clarification, we remain committed to keeping our community informed and supported throughout the process.
What’s Changing:
The new regulation introduces or reinforces requirements for certain non-citizens in the US to:
- Ensure they are registered with the Department of Homeland Security (DHS);
- Carry proof of registration (such as a green card, I-94 record, or employment authorization card);
- Notify DHS of any change of address within 10 days of moving.
Most individuals currently holding valid US immigration documentation—such as those on H-1B, TN, F-1 (including OPT/STEM OPT), J-1, TPS, or lawful permanent resident status—are already considered registered under these guidelines. However, new requirements may apply to individuals who have not yet been registered or fingerprinted and who intend to remain in the US for more than 30 days.
We are working closely with our legal partners and Pace’s Office of International Students and Scholars to assess what, if any, actions need to be taken by individual members of our community or by the University. If specific steps are necessary, we will follow up with clear and easy-to-understand guidance.
