To effectively and efficiently address an increase in the demand for certification services in the Southeast Region, the PA Office of Child Development and Early Learning (OCDEL) has implemented two regional Certification offices in the Southeast Region. Each office will be headed by an individual manager. This will be effective August 1, 2018.
The Bureau of Certification Services (BCS) oversees licensing and inspection of over 7400 child care facilities in the Commonwealth and acts as an information source on PA Department of Human Services regulations for child care. Regional Certification offices oversee these services in a specified region of Pennsylvania. The Southeast Region includes Philadelphia, Montgomery, Bucks, Chester and Delaware counties
The demands of Certification services have grown faster in the Southeast region than any other area in the state, and the Southeast Region comprises 3,099 facilities or 42% of the facilities statewide. Creating two regional offices will result in a better managed office, with one regional manager to five supervisors. This will align each of the two regional southeast offices with the regional managers in other areas of the state. Smaller regional offices will have the capacity to be more responsive to families, early learning providers and the public.
