The 2026 edition of the Toolkit for Attorneys Representing Parents and Children in Child Welfare Cases is now available for PDF download on the Children’s Commission website. Updates to the toolkit reflect changes from the 89th Legislative Session and highlight required actions before and after each hearing. The toolkit covers legal essentials including pleadings, motions, evidentiary issues, hearing checklists, and related federal law issues. The toolkit also contains topical chapters on concurrent issues such as child well-being, older youth in care, paternity, child support and kinship support, incarcerated parents, and trauma-informed advocacy.
A limited number of print copies may be made available for distribution. Please check the Children’s Commission website regularly for an update on the availability of the toolkit in additional formats.
