Resource Letter:

For Judges and Attorneys Handling Child Welfare Cases

Upcoming TIDC Reporting Deadlines

The Texas Indigent Defense Commission (TIDC) has two reporting deadlines this month. For more information, please see the announcement below.

Attorneys who provide court appointed representation of children and/or parents in cases brought by the Department of Family and Protective Services (DFPS) are required to report the percentage of their practice time devoted to that work (Texas Family Code § 107.0042) to TIDC each fiscal year. Reports are due by October 15, 2025. The report covers attorneys’ work in the prior fiscal year (October 1, 2024 to September 30, 2025).

Attorneys may submit their report through the Attorney Practice Time form on the TIDC webpage. The online report is brief and reflects each county in which attorneys practiced as well as the percentage of their practice time spent on appointed criminal, juvenile, and child protection cases during the last fiscal year. Detailed reporting instructions are available as well as a short video demonstration on how to enter a practice time report.

Additionally, TIDC is conducting the “TIDC Survey on Attorney Motivations and Longevity in Indigent Defense” to better understand the experiences and motivations of attorneys who have represented indigent defense clients or indigent parents and children in child protection systems (family protection representation). TIDC values attorney input and invites attorneys who provide indigent defense and/or family protection representation to complete the survey. The survey should take 5-15 minutes to complete.
