AWARDS BANQUET & SCHOLARSHIP AUCTION
November 15th - 6:00pm
Friday night Legislator of the Year and Agriculture Appreciation awards will be presented. We also hold the outcry auction raising funds for the Bruce Willard Scholarship fund. This scholarship benefits students seeking an education in agriculture or natural resource fields. Depending on funds, the Alaska Farm Bureau awards one or two $2000.00 scholarships. Donations for the auction are key in being able to provide this scholarship.
Donations can be mailed to the Alaska Farm Bureau at 37075 Nicholas View Lane, Soldotna, AK 99669, dropped off at the Friday Forum registration table the morning of Friday, November 15th. If donations are too large to bring in, we will make a certificate for those items.

Reimbursement Transportation Cost Payment Program (RTCP)

The deadline to submit your verifiable records is November 1, 2019.
This information must be received by the deadline for your application to be considered complete. An incomplete application will not be approved. Submission of these forms does not imply that the application will be approved.
Verifiable Records (October 1, 2018 thru September 30, 2019)
Eligible verifiable records supporting eligible actual and set transportation costs include, but are not limited to:
- Account Statements
- Bill of lading
- Contractual agreements
- Financial Statements
- Invoices
- Retail Sales receipts
Verifiable records must show:
- Name of producer(s), except on retail sales receipts
- Commodity, unit (quantity), and unit of measure, and unit of price
- Type of inputs associated with transportation costs
- Date of service/sale
- Name of person or entity providing the service/sale, as applicable
Additional supporting documents may be requested from the producer, as necessary, to help STC or COC determine whether the quantity of inputs claimed is reasonable.

USDA Establishes Domestic Hemp Production Program
WASHINGTON, October 29, 2019
- U.S. Secretary of Agriculture Sonny Perdue today announced the establishment of the U.S. Domestic Hemp Production Program. This program, as required by the 2018 Farm Bill, creates a consistent regulatory framework around hemp production throughout the United States.
"At USDA, we are always excited when there are new economic opportunities for our farmers, and we hope the ability to grow hemp will pave the way for new products and markets," said Secretary Perdue. "We have had teams operating with all hands-on-deck to develop a regulatory framework that meets Congressional intent while seeking to provide a fair, consistent, and science-based process for states, tribes, and individual producers who want to participate in this program."
Background:
Later this week, an interim final rule formalizing the program will be published in the Federal Register that will allow hemp to be grown under federally-approved plans and make hemp producers eligible for a number of agricultural programs. The rule includes provisions for the U.S. Department of Agriculture (USDA) to approve hemp production plans developed by states and Indian tribes including: requirements for maintaining information on the land where hemp is produced; testing the levels of delta-9 tetrahydrocannabinol; disposing of plants not meeting necessary requirements; and licensing requirements. It also establishes a federal plan for hemp producers in states or territories of Indian tribes that do not have their own approved hemp production plan.
The interim final rule becomes effective upon publication in the Federal Register. Following publication, USDA invites public comment on the interim rule and the information collection burden.

USDA also developed guidelines for
sampling and testing procedures
that are being issued concurrently with this rule. These documents provide additional information for sampling agents and hemp testing laboratories.
Once state and tribal plans are in place, hemp producers will be eligible for a number of USDA programs, including insurance coverage through Whole-Farm Revenue Protection. For information on available programs, visit
