Hello, Private Security Training Schools
The Virginia Department of Criminal Justice Services (DCJS) Division of Licensure and Regulatory Services (LRS) is set to launch its new credential management system, Lotus, on Friday, December 13, 2024.
Please be reminded that there will be a brief blackout period from 5:00 pm on Wednesday, December 4, through 8:00 am on Friday, December 13. During this time, we will shut down our existing system and launch Lotus. This blackout period is necessary to transfer all of the data and ensure everything is working properly. DCJS staff will NOT have access to records during this time.
If you offer online training and utilize an API to interface with our current credential management system, please note that Lotus will replace our existing system, and with that comes a slight change in the API. Here’s what you need to know:
- The API endpoints will be changing with Lotus.
- No new training will be accepted after we shut down our existing credential management system on 12/4 at 5 PM. Until 12/4 at 5 PM, please continue to use the existing API.

Between 12/4 at 5 PM and 12/13 at 8 AM, please update your integrations to use the following endpoint: https://www.dcjs.virginia.gov/lotus-prod-api/api/DCJSLotusApi/submitTraining
- Please note this is a different endpoint than the one you currently use.
- Your existing PIN will not migrate to the new system. Robert Mason, Licensing and Customer Service Manager, reached out to you yesterday, 11/25/24, to set up a new PIN to access the updated API.
- If you did not hear from him, please email robert.mason@dcjs.virginia.gov or call 804-786-1018.
- Once you have connectivity established, the process to transmit training rosters will require the same data fields as it does today.
- Training School ID: This is your 88 number of the training school.
- PIN: This is the value Robert Mason called you to set.
- Course ID: This is the course ID.
- DCJS ID: This is the 99 number of the constituent.
- Name (Optional): This is the constituent’s name.
- Example call: https://www.dcjs.virginia.gov/sampleapi/api/DCJSLotusApi/submitTraining?schoolId=88-1234&pin=1234&courseId=01E&dcjsId=99-1234&name=’John Doe’

New Process Change: You will now only be able to submit training for constituents with an existing 99 number. If there is no constituent that matches the 99 number passed into the API, the system will reject that record. New applicants must submit and pay for their application to receive a 99 number.
Finally, as a reminder, please encourage any student with a pending application in our current system to please fully complete and submit the application, fees, and any other outstanding requirements as soon as possible.
