CPDA Advocacy Helps Secure House Increase for EPA OPP Funding
The House Appropriations Committee approved the FY27 Interior, Environment, and Related Agencies Appropriations Act by a vote of 35 to 27 this week. Importantly for CPDA members, the bill includes a $3 million increase for EPA’s Office of Pesticide Programs under the Pesticide Licensing account, raising funding from approximately $134 million to $137 million. In a bill that reduces overall EPA funding by 20 percent, this targeted increase is a meaningful recognition of the importance of EPA’s pesticide registration program.
This is a positive step for CPDA members and reflects the impact of sustained engagement with Congress. During CPDA’s recent fly-in, members advocated directly for additional resources for EPA OPP. CPDA also submitted nearly 40 appropriations requests to members of Congress in support of increased funding for the pesticide program.
In addition to the funding increase, CPDA helped secure important committee report language encouraging EPA to consider implementing the recommendations from the PRIA 5 third-party business process review and workforce assessment. The report also encourages EPA to prioritize resources to address the application backlog, reduce review timelines, and ensure decisions remain grounded in sound science. The Committee further directs EPA to continue providing quarterly briefings on its resources and efforts to improve application reviews, including funding levels and staffing dedicated to PRIA case reviews over the past five years.
CPDA also appreciates the work of the PRIA Coalition, including its continued advocacy for a more predictable and adequately resourced pesticide registration process. CPDA Vice President of Government Relations Andrew Walmsley currently serves as the new chair of the PRIA Coalition Legislative Committee.
The bill now heads to the House floor. The Senate is expected to release its FY27 Interior, Environment, and Related Agencies Appropriations Act in the coming weeks.
What This Means for CPDA Members
For CPDA members, this targeted increase, combined with continued congressional oversight, CPDA’s direct engagement with EPA, and the development of PRIA 6, should help support meaningful improvements in regulatory predictability, more efficient application reviews, and continued progress in reducing the OPP backlog.

Phased Rollout of EPA's New Pesticide Submission Experience
OPP has developed a new pesticide submission experience for registrants which will replace the Pesticide Submission Portal and will utilize the MyPeST format for all customer interactions, including viewing existing applications and creating/updating new applications. The rollout of EPA’s new pesticide submission experience has been accelerated. CDX users should have received an email this week, asking them to pre-register for a new role in CDX as a pesticide registration submitter (MyPeST). EPA has shared the details below which may be helpful to CDX users who receive this email. This is a critical first step to enable registrants’ ability to create new pesticide applications and update existing applications using the MyPeST submission experience.
The new MyPeST functionality will be rolled out in the following phases:
-
Week of June 1 – All active PSP (CDX submission application) users will receive an email with a link to pre-register for the new role (see additional instructions linked below).
-
July 3 – Phase 1 Deployment: Create new and update existing PRIA and non-PRIA applications (including things like 6(a)(2), supplemental distributor submissions and non-coded PRIA actions)
-
July 30 – Phase 2 Deployment: DCI Response/Submit Data/Update, company number and establishment request functions
-
September 30 – SSTS (Section Seven/Establishment Production Reporting), FPAS (Foreign Purchaser Acknowledgments), and other enhancements
Under the ICR process ("Information Collection Request"), EPA has reopened a public comment period on this "Consolidated Pesticide Registration Submission Portal" for another 30 days, through June 22. CPDA is evaluating and will seek your input. CPDA is represented on a PRIA Coalition Work Group advising EPA on Pesticide Submission Portal issues by Lisa Mathias (Winfield), Meshea Brody (UPL), and Glenda Gordon (Amvac).

UPDATED: CPDA Releases Member Resource on Avoiding EPA Registration Delays
CPDA has developed a new member resource, Avoiding EPA Registration Delays: Practical Submission Tips for CPDA Members, to help companies prepare clearer, more complete submissions for EPA review. The guide has been updated to include additional helpful links to EPA documents. Thank you to all the CPDA members who provided feedback on improving the Guide.
The guide was developed following consultation with CPDA members, review of recent Agency presentations, and publicly available EPA registration guidance. It is designed to help registrants avoid common issues that can slow the review process, including incomplete forms, unclear cover letters, inconsistent labels or Confidential Statements of Formula, missing explanations, and late changes during review.
While every registration action is different, the goal is straightforward: help CPDA members submit packages that are complete, well-organized, and easier for EPA reviewers to process.
CPDA will continue working with EPA and industry partners to support a more efficient, transparent, and predictable regulatory process for pesticide products and related technologies.

CPDA Continues Advocacy on Delayed EPA Product Reviews
CPDA continues to work with industry partners, including CropLife America, to address pesticide products that remain delayed at EPA under management review. Recent reporting from Agri-Pulse highlighted growing concern across the agricultural community about pending applications awaiting final EPA decisions.
CPDA recognizes and appreciates EPA’s ongoing work to reduce the broader pesticide backlog. At the same time, applications that have completed EPA’s normal scientific review process but remain delayed without clear timelines create uncertainty for registrants, manufacturers, distributors, retailers, and growers who depend on timely access to crop protection tools.
CPDA will continue engaging directly with EPA, Congress, the Administration and other industry partners to support a predictable, transparent, and science-based pesticide registration process. This includes ensuring that EPA has both the resources and accountability needed to make timely, defensible decisions consistent with PRIA and the agency’s statutory responsibilities.
What This Means for CPDA Members
CPDA remains committed to supporting and protecting EPA’s gold standard pesticide regulatory program. For CPDA members, a predictable and science-based review process is essential to bringing products to market, supporting grower access to critical tools, and maintaining confidence in the U.S. pesticide registration system.

ESA Communications Resources: ESA Watch Outs
As ESA requirements continue to evolve, CPDA is equipping members with practical communications tools designed to help simplify a complex policy conversation for growers.
This week, CPDA is highlighting its "ESA Watch Outs" resource, which is an easy to use card reminding applicators to read the label for ESA compliance.
These materials are intended to support a consistent industry message and help members communicate clearly through the voices growers already know and trust, including agronomists and sales teams.
