Open Burning Allowed on Tuesdays, Thursdays and Saturdays in Unincorporated Lake County through October 14th

The Lake County Board recently voted to enact a modified emergency ordinance which temporarily allows open burning in unincorporated Lake County from sunrise to sunset on Tuesdays, Thursdays, and Saturdays. The ordinance is effective August 11 through October 14, 2020.
An emergency ordinance had previously been in effect that temporarily banned open burning in the unincorporated areas at all times and on all days of the week due to COVID-19. In recognition of the upcoming landscape maintenance season as leaves begin to fall, Lake County is temporarily permitting open burning on Tuesdays, Thursdays and Saturdays from sunrise to sunset. 
Recreational fires that are no larger than 3’ x 3’ x 3’ used for warming, cooking, and other recreational purposes are still permitted on all days of the week. Burning garbage, refuse, or construction materials remains prohibited.
Lake County reminds residents that there are possible alternatives to burning yard waste that can benefit areas surrounding homes:
·    Grass clippings and leaves can be mulched, improving the soil and helping suppress weeds the following season
·    Consider composting leaves and other yard materials as they are building blocks for good compost 

2020 Election what do I need to know ?

Postage-Free Drop Boxes for Vote by Mail Ballots Open September 24
If you received a ballot by mail and do not want to return it through the U.S. Postal Service, take advantage of the many postage-free drop boxes around the County. Election judges will collect ballots daily and bring them to the Lake County Clerk's office for processing. On November 3, all drop boxes will be locked at 7 PM. Click here for the complete list

Branch Court Drop Boxes
You will have 24/7 access to OUTSIDE drop boxes located at the exterior main entrances of four Lake County Branch Court buildings. These locations are well-lit, have 24-hour recorded video surveillance, and offer nearby parking.
Early Voting Drop Boxes
All seventeen Early Voting sites will have drop boxes INSIDE the voting sites while open. You will need to park your car and walk into the building.
Election Day Drop Boxes
Only two voting sites will offer INSIDE drop boxes on Election Day while the polls are open.

Additional Options for Returning Your Vote by Mail Ballot
By Mail
Your ballot must be postmarked no later than November 3, 2020 and received in the Lake County Clerk’s Office by November 17, 2020 at 5 PM.

Hand Deliver to Lake County Clerk’s Office Not Placed in a Drop Box
Please call 847-377-VOTE for office hours or appointment times. You may hand deliver your ballot to the Lake County Clerk’s office in Waukegan on or before 7 PM on Tuesday, November 3.
If you are returning someone else’s ballot to the Lake County Clerk’s office, the voter must complete the back side of the certification envelope giving you authorization. Before we can accept the voter’s ballot, you must present valid identification with the same name as the voter indicated.

Surrendering Your Ballot
If you received a ballot by mail and wish to vote in person, you may take your mailed ballot to the voting site (options below), surrender your ballot, and receive a new ballot to mark and deposit in the voting site's ballot counter.
This option is available at any Early Voting site.
On Election Day, you may surrender your ballot at any of these locations:
  • Your assigned neighborhood voting site,
  • Lake County Fairgrounds, or
  • Lake County Main Courthouse Lobby.

Labor Day Community Events for Shields Township

Lake County Now In Phase 4 of Restore Illinois Plan 
On June 26,  Lake County entered Phase 4 of the Restore Illinois plan as part of the Northeast region. Under Phase 4, gatherings of 50 people or fewer are allowed with this limit subject to change, and face coverings continue to be required in all indoor public spaces and outdoors when maintaining six feet of social distancing is not possible.    
Under Phase 4, additional businesses may open subject to restrictions. Lake County Forward has developed guidelines to prepare businesses and employers to implement new safety guidelines and bring employees back to work. Learn more about the State of Illinois guidelines for businesses.
People at high risk of severe illness from COVID-19, including older people and those with a health condition that may make them vulnerable, are urged to stay in their residence and minimize in-person contact with others to the extent possible.

Shields Township is pleased to announce that we are open and available to assist you with both adult and children's passports, as well as passport photos!

We offer appointments & walk-in service and are fully handicap accessible.

Volunteer Activity Update
Lake Forest Baptist Church is still seeking volunteers to help renovate the
120-year-old church at 673 Oakwood Avenue.

Last month some of you joined us to help with some of the renovations and we wanted to share some of the great "Before and After" pictures!

Founded in 1900, Lake Forest Baptist Church is the oldest African American Baptist Church in Lake County, and is recognized by the Lake Forest Historical Society.

RTA Reduced Fare
Seniors: If you are 65 years or older, you are eligible for a reduced fare permit.

Disabled: All persons with a qualifying disability who are not enrolled in the Illinois Department on Aging’s Benefit Access program are eligible for reduced fare permit. 

Veterans: If you are a veteran with a disability, a letter from the Veteran's Administration regarding your service connected disability must be submitted with your application. For more information...
ElderCARE services are catered to the needs of adults over 65 years of age residing in Northern Lake County.
ElderCARE will match you with a caring volunteer who will assist you. They will take you to medical appointments, grocery shopping, and even pay a friendly visit.

Due to the State of Illinois guidelines associated with COVID-19, Community Action Partnership of Lake County's application process has changed. If you and your family have recently experienced loss or reduction in income, we encourage you to call to determine if you are eligible for LIHEAP.

Call 847-249-4330 during normal business hours and ask to be transferred to a client representative. Your application will be completed via telephone. The client service representative will instruct applicants to return all required documents via email, text or the appropriate drop-box closest to your home. Additional emergency and other services provided by Community Action Partnership of Lake County will be updated as available at
You can register at the Shields Township office for this curb-to-curb service that takes the elderly or disabled where they need to go. Once you are registered and have made a reservation, you will need $3 for a one way trip and $6 for a round trip.
Shields Township Assessor's Office
 In response to the Covid-19 crisis, the State has enacted legislation to automatically renew exemptions for tax year 2020. The automatic renewals will affect the Senior Assessment Freeze, Disabled Persons, Disabled Veterans Exemptions.

If a taxpayer had any of the exemptions in place for tax year 2019, then the exemption will automatically be granted for tax year 2020. Taxpayers do not need to renew or file for this year. If a taxpayer has already submitted an application or renewal for 2020, no further action is required.

The only instance where an application must be made is for first time applicants or if there has been a change in the Disabled Veterans disability rating.

This legislation was supported by the Lake County Township Assessor’s Association to protect the most venerable population from the spread of Covid-19. Lake County will be mailing notices to those taxpayers who are impacted.
