Township Assessor Scott Helton

The equalized assessed valuation for all the real estate in Shields Township was over two (2) billion dollars in 2019, reflecting a fair market value in excess of six (6) billion dollars, says Assessor Scott Helton.

"Obviously, the Township Assessor position is a huge responsibility and I am proud of the knowledge, dedication and fairness my staff continues to give every tax payer we serve!" Helton says.

The Township Assessor’s Office is responsible for establishing the market value on all parcels of real estate on an annual basis. The assessed value is used to determine each taxpayer's share of the tax burden. Fairness and equity are applied to all assessments to ensure fair distribution of taxes.

There is no limit as to how much an assessment can change, up or down, because the goal is to have equitable assessments at 33.33% of market value per property tax laws in Illinois.

The assessors maintain the property records in an electronic computer system established by the Chief County Assessment Officer. Each property record details the land and any improvements to the land site.

The Assessor does not levy taxes or set the tax rates. Taxes are determined by the levies set by the local government body servicing the taxpayers.

  • Your household must have suffered a loss of income due to Covid-19;
  • You must have missed a rent payment on or after March 1st, 2020;
  • You must be able to provide landlord contact information.

The Friendship Line!

Who can call the Friendship Line? 

  • Any person aged 60 years or older
  • Disabled adults 18 years and older
  • Caregivers of older and disabled adults


Call-In Service - We are available to people 60+ who may be lonely, isolated, grieving, depressed, anxious and/or thinking about death or suicide. We also welcome calls from caregivers and/or disabled adults of all ages.
Shields Township offers passport services
Shields Township is pleased to announce that we are open and available to assist you with both adult and children's passports, as well as passport photos!

We offer appointments & walk-in service and are fully handicap accessible.

Volunteer Activity Update
Lake Forest Baptist Church is still seeking volunteers to help renovate the
120-year-old church at 673 Oakwood Avenue.

Last month some of you joined us to help with some of the renovations and we wanted to share some of the great "Before and After" pictures!

Founded in 1900, Lake Forest Baptist Church is the oldest African American Baptist Church in Lake County, and is recognized by the Lake Forest Historical Society.

RTA Reduced Fare
Seniors: If you are 65 years or older, you are eligible for a reduced fare permit.

Disabled: All persons with a qualifying disability who are not enrolled in the Illinois Department on Aging’s Benefit Access program are eligible for reduced fare permit. 

Veterans: If you are a veteran with a disability, a letter from the Veteran's Administration regarding your service connected disability must be submitted with your application. For more information...
ElderCARE services are catered to the needs of adults over 65 years of age residing in Northern Lake County.
ElderCARE will match you with a caring volunteer who will assist you. They will take you to medical appointments, grocery shopping, and even pay a friendly visit.

Due to the State of Illinois guidelines associated with COVID-19, Community Action Partnership of Lake County's application process has changed. If you and your family have recently experienced loss or reduction in income, we encourage you to call to determine if you are eligible for LIHEAP.

Call 847-249-4330 during normal business hours and ask to be transferred to a client representative. Your application will be completed via telephone. The client service representative will instruct applicants to return all required documents via email, text or the appropriate drop-box closest to your home. Additional emergency and other services provided by Community Action Partnership of Lake County will be updated as available at
You can register at the Shields Township office for this curb-to-curb service that takes the elderly or disabled where they need to go. Once you are registered and have made a reservation, you will need $3 for a one way trip and $6 for a round trip.
Shields Township Assessor's Office
 In response to the Covid-19 crisis, the State has enacted legislation to automatically renew exemptions for tax year 2020. The automatic renewals will affect the Senior Assessment Freeze, Disabled Persons, Disabled Veterans Exemptions.

If a taxpayer had any of the exemptions in place for tax year 2019, then the exemption will automatically be granted for tax year 2020. Taxpayers do not need to renew or file for this year. If a taxpayer has already submitted an application or renewal for 2020, no further action is required.

The only instance where an application must be made is for first time applicants or if there has been a change in the Disabled Veterans disability rating.

This legislation was supported by the Lake County Township Assessor’s Association to protect the most venerable population from the spread of Covid-19. Lake County will be mailing notices to those taxpayers who are impacted.
