Instant pre-approvals for your energy efficiency projects

Cool Comfort Financing and Home Energy Loan applicants can apply online to receive instant pre-approval from Matadors Community Credit Union for an initial credit application.


Paper applications are still accepted, but online pre-approval is available for applicants who would like to submit their project's scope of work immediately. 


All approvals are conditional. Following pre-approval, the initial scope of work must still be approved prior to starting work.

Updated testing requirements for Home Upgrade

In collaboration with SoCalGas┬«, The Energy Network is streamlining the Home Upgrade testing requirements with Testing by Measure. This change applies to Home Upgrade as implemented by The Energy Network, which includes Los Angeles County homes served by both SoCalGas and Southern California Edison, and is effective through December 31, 2015.

The Energy Network is administered by the County of Los Angeles and funded by California utility ratepayers under the auspices of the California Public Utilities Commission.


Energy Upgrade California┬« Home Upgrade provides assistance and incentives for home improvement projects that can reduce energy use and make homes more comfortable. This statewide program is managed locally by utilities and regional energy networks and directed by the California Public Utilities Commission in collaboration with the California Energy Commission. Funding comes from utility customers under the auspices of the California Public Utilities Commission. Incentives are offered on a first-come, first-served basis and are effective until funding is expended or the program is discontinued. Programs may be modified or terminated without prior notice.
