Assessment Information Requests

Property Income and Expense Return submissions are past due

In May, MPAC sent over 35,000 information request letters to income-producing property owners as part of our annual Property Income and Expense Return campaign. The information we receive supports our work to maintain accurate property records, deliver quality assessments, and understand changes in Ontario’s property markets.

 

The deadline for owners to provide this information was July 14. As property owners are legislatively required to comply with MPAC’s request under Section 11 of the Assessment Act, reminder letters were sent on July 7 to those who had not yet submitted. We appreciate the support and cooperation of those who have submitted their information. Anyone who has not yet submitted is encouraged to do so as soon as possible through our redesigned assessment information request portal in MPAC AboutMyProperty™. The latest features, including streamlined navigation, a new summary tab, and the option to carry over your 2024 submission, make it easier than ever to provide information.

Reminder: Seniors and Persons with a Disability Tax Exemption campaign forms are due August 29, 2025 

The Seniors and Persons with a Disability Property Tax Exemption provides financial relief on a portion of a property's value if improvements were made to a residential home to accommodate a senior (aged 65 or older) or a person with a disability.

 

As part of this program, MPAC contacts property owners every two years to confirm the tax exemption is still applicable, as we understand that circumstances can change. To continue qualifying for the tax exemption, property owners need to submit a completed form, which was included with their notification letter, to validate their information. Forms are due to MPAC by August 29, 2025.

2025 Ontario Spring Budget 

The Honourable Peter Bethlenfalvy, Minister of Finance, delivered the 2025 Ontario Budget: A Plan to Protect Ontario on May 15. The budget focuses on building more and building faster, from large-scale nation-building projects to more housing for Ontario families.

 

In addition to noting that the review of Ontario’s property assessment and taxation system is ongoing, the budget also mentions the following property assessment-related key initiatives:

   

  • Starting in 2026, municipalities will have the option to reduce the municipal property tax rate for eligible affordable rental housing units by up to 35 per cent. 
  • A legislative amendment that will allow MPAC to deliver assessment notices electronically starting in 2026. 
  • An announcement that work is underway to enable MPAC to provide centralized online access to assessment roll information rather than requiring on-site viewing in municipal offices.

We caught up with Mariam Jasat, Program Manager with the Strategic Business Support team in Valuation & Assessment Standards, to learn more about her role and the work undertaken to support MPAC’s Assessment Information Request Program.  

 

Can you tell me a bit about yourself? 

 

I’ve been with MPAC for more than 15 years, taking on various roles, including public affairs and communications. I am currently a Program Manager responsible for initiatives that support MPAC valuations, including the Assessment Information Request Program, a formal, structured program for collecting property information from business property owners.

Why are assessment information requests important to MPAC? 

 

Good quality data is foundational to the work we do. Collecting assessment-related information supports our efforts to maintain accurate property records, deliver quality assessments, and capture changes to Ontario’s property landscape. This information is required annually to keep our property database current and better understand how various sectors change over time. 

 

Why did MPAC make changes to the information request portal in MPAC AboutMyProperty™? 

 

We are committed to improving the property owner experience and leveraged feedback to introduce changes that will support that commitment. The enhancements introduced this year are intended to streamline and simplify the process. We want property owners to submit information requests through MPAC AboutMyProperty™ as the online portal is the most efficient. 

 

To support this year’s campaign, we also redesigned our information request letters and created new supporting resources and marketing materials to provide easy access to key information owners would need to successfully satisfy their obligation to comply with our request. 

 

What’s next for the Assessment Information Request Program? 

 

We carry out multiple campaigns under the Assessment Information Request Program and look forward to building on the improvements made this year. As this is an iterative process, we collect data and feedback from property owners and industry partners so we can continue to improve the client experience while meeting our legislative requirements.  

 

Over the next few months, we’ll conduct research to learn what property owners thought of the latest enhancements and discuss what other improvements can be introduced to enhance their experience. Property owners who wish to provide feedback can reach us at industry@mpac.ca.

MPAC representatives attended a variety of events and conferences recently, where we had the opportunity to connect with attendees to learn what matters most to Ontarians.    

Canadian Property Tax Association Ontario Chapter Valuation & Legal Symposium 2025 

At the recent Canadian Property Tax Association (CPTA) in Toronto, Greg Martino, Vice-President and Chief Valuation and Standards Officer, presented updates about MPAC’s work to maintain its property inventories, undertake ongoing sector analytics, and collect key property data, sharing his insights and expertise with those in attendance.  

 

Additionally, Matt Kanter, Vice-President, General Counsel, participated in a panel that examined how equity had been interpreted in recent court decisions. The panel focused on how the Assessment Review Board and courts have addressed fairness, uniformity, and comparability in assessment practices. These cases provide valuable insights into the application of equity in real-world disputes and their implications for assessors and property owners alike. 

 

Thank you to CPTA for hosting such a great event and providing everyone with a platform to connect and discuss various aspects of assessment best practices.

Institute of Municipal Assessors (IMA) Annual Conference

MPAC also attended the IMA 66th Annual Conference, held from June 8-10, 2025, in Ottawa. With multiple speakers, panelists, and chair roles, MPAC representatives shared their expertise on various topics, including technology and innovation in property assessment, valuation challenges, and legal updates. Notable contributions included Greg Martino, Vice President & Chief Valuations & Standards Officer, chairing a session on examining the evolving landscape of property assessment and valuation.

Mass Appraisal Valuation Symposium  

At the Mass Appraisal Valuation Symposium, hosted by the International Property Tax Institute (IPTI), MPAC presented on various topics related to mass appraisal and the use of technology in valuation processes. Naheeda Jamal, Director of Research, Insights & Engagement, and Robert Babin, Senior Researcher, Data & Analytics, showcased MPAC’s commitment to innovation and partner engagement through a dynamic presentation on the Property Pulse Dashboard. Naheeda shared key insights and highlighted the importance of adaptability and the application of cutting-edge geospatial data visualization tools.
