Message from President & CEO Ingrid Jarrett
Good afternoon accommodation community,
 
A thriving economy often functions like a well-oiled machine. There is supply. There is demand. There is a cycle. And when either of these components change, the cycle is interrupted and there is a very obvious ripple effect created.
 
You of course know this already, as you are familiar with short-term rentals.
 
Over a decade ago, online rental platforms like Airbnb or VRBO were introduced and quickly rose to popularity, with individuals jumping at the chance to secure additional revenue by renting out their own properties.
 
The impact? Devastating. And for many reasons.
 
Online rental platforms operating in Canada do not currently collect GST/HST, pay no corporate income tax to the Canadian government, and make it easy for those renting rooms on their platforms to do the same, putting them at an unfair advantage over accommodators, like hotels that pay taxes and play by the rules. Moreover, our residents are the ones who end up suffering, paying more in taxes to cover the costs of necessary social programs.
 
While STRs may have initially started as a home sharing trend, it has expanded into people using these platforms to become commercial operators, using multiple units to rent out on a consistent basis -- running illegal hotels within existing residential housing.
 
As we have already witnessed, the cost of this is extreme.
 
British Columbia is currently in the midst of a dire housing shortage, and more often than not, the shortage is centralized in our most popular tourist destinations. On top of this, our industry is in the midst of an alarming workforce crisis; and with many long-term rentals being repurposed into short term rentals, even when workers are available, there is no place for them to live.
 
While this may be not be news to anyone, I hope it serves as a reminder on how important the short-term rental file is for our industry. The BCHA is committed to making a difference on this file and is currently working alongside our provincial associations and the Hotel Association of Canada to deliver an updated regulatory framework to support our advocacy work.
 
Change surrounding STRs needs to take place at the community level, and this is an important year for this file with municipal elections happening this fall. It will be up to all of us within each of our communities to take action on this. We look forward to sharing more.
 
Finally, many of you expressed serious concerns over the Province's recent announcement surrounding Bill 10 which will eliminate secret ballot votes in most union certification applications. We have heard your concerns over this issue and we are concerned that Bill 10 will foster divisiveness and potential disruption within the workplace at a time when we all need to be focusing on recovery and growth for one another. We have joined a collection of our industry partners in calling on government to withdraw Bill 10 to undertake consultations with stakeholders. You can read this letter here. Tourism Events Program Open
for Applications
The Province of BC has restarted the Tourism Events Program accepting applications until May 31, 2022. While historically an annual program, it was paused in spring 2020 due to pandemic restrictions and guidelines limiting gatherings. Interested groups can review the program criteria, eligibility and application process below.
Recognizing National Day of Mourning
Today is the National Day of Mourning, an annual event to commemorate workers who have suffered injury, illness or lost their lives on the job. in 2021, two individuals lost their lives in work-related incidents in our industry. We recognize and honour these two individuals, along with all persons who have been affected by work-related deaths - we make a commitment.

Hire Today | Global Tourism Graduates
Immigration Services Society of BC (ISSofBC) provides support services for immigrants and refugees to help them get settled, find careers, and learn all they need to know about living in Canada. ISSofBC provides settlement, education, and employment services to over 20,000 clients every year. Approximately 20 students who recently completed the Global Tourism Diploma Program are looking for full and/or part-time employment in the industry, and many are available to start working immediately. Hustle for A Great Cause | Support Our Industry Workers
Join the 40-day Hospitality Hustle challenge to raise awareness for BC Hospitality Foundation!

Participants are encouraged to set a personal fitness goal, share their progress on social media and tag #HospitalityHustle to connect with other participants. Each participant contributes to the Foundation’s “collective” progress map to help reach the goal of completing the route around BC three times. Individuals can also choose to fundraise for the Foundation - funds support industry colleagues facing financial crisis due to illness.
April 30 Marks Changes to Temporary Foreign Worker Program | Get Help Today!
Earlier this month, positive changes to the Temporary Foreign Worker (TFW) program under the Workforce Solutions Road Map were announced. Two important changes to the Temporary Foreign Worker Program (TFWP) come into effect on April 30th:
  • Allowing employers in the accommodation sector to hire 30% of their workforce through TFWP for low-wage positions (most other sectors are only allowed 20%).
  • Ending the current policy that automatically refuses LMIA applications for low-wage occupations in the Accommodation and Food Services sectors in regions with an unemployment rate of 6% or higher

Donate Your Surplus Food to Someone Who Needs It | Vancouver Food Runners
Does your restaurant or hotel have excess food that ends up in the landfill? Vancouver Food Runners helps hundreds of businesses in the lower mainland donate their surplus to where it counts. Since launching in March 2020, VFR has directed over 1 million pounds of food to over 100 non-profits.

They partner with businesses that have not historically had a mechanism for surplus food collection, including hotels, restaurants, caterers, and convention centres; and help companies like JW Marriott Parq VancouverTractor Foods, and Fresh Prep reduce their environment footprint and increase their community impact. HAC Welcomes New Board of Directors, with First-ever Female Chair!

History has been made! Sara Glenn, Chief Operating Officer Canada, Mexico, Central America and the Caribbean at Accor North America has become the first woman to chair HAC’s Board of Directors -- an incredible and long overdue moment for the association and industry.

The new Board of Directors was announced yesterday, and also includes our very own Ingrid Jarrett, President & CEO, of the BCHA!
Bobby Bissessar Wins Spirit of Kelowna Award!

On Thursday, April 21, the Kelowna Hotel Motel Association held its 2021 Heart of Hospitality Awards virtually. The awards were started in 2017 as a way to recognize industry professionals who "have gone above and beyond to provide exceptional experiences to Kelowna and area visitors." 

Tourism Kelowna presented the "Spirit of Kelowna" award to this year's winner, Bobby Bissessar, Director of Sales & Marketing at The Cove Lakeside Resort. The "Spirit of Kelowna" award is presented to an individual who demonstrates the spirit of Kelowna's brand promise and the destination ambassador values of collaboration, excellence, pride, innovation, and integrity. Congrats Bobby!
ITBC Named One of the Most Innovative Travel Companies in 2022!

Congratulations to the Indigenous Tourism Association of Canada (ITAC) for its recognition by Fast Company as one of the most innovative travel companies in 2022. The organization was lauded for its travel campaign The Original Original, designed to educate travelers and modernize perceptions of Indigenous Peoples in Canada. 
BC Economic Development Award Winners Announced!

This week, the BC Economic Development Association (BCEDA) and FortisBC announced the winners of the 2022 BC Economic Development Awards! These awards recognize BCEDA members for outstanding work in supporting their local economies, and making a meaningful difference in their communities. For over 30 years, the BCEDA has given these awards to individuals and groups who have dedicated their time to community-based economic development.
