Provincial Health Orders Extended to February 16th
This afternoon, Provincial Health Officer Dr. Bonnie Henry extended the current Public Health Orders on Gatherings and Events along with the Order on Food & Liquor serving premises. A copy of the current PHO will be available here and a summary of each is detailed below.
 
In a new development, gyms and fitness centres will be allowed to start gradually reopening as of Thursday. Changes include:

  • When gyms reopen, plans must include occupancy limits based on seven square metres per person,
  • Up to a maximum of 25 people per space
  • The vaccine card will still be required to enter.
  • Masks must be worn at all times with the exception of when someone is exercising
A quick summary:
Indoor organized gatherings of any size are not allowed. Examples include:
  • Sponsored or ticketed parties, celebrations
  • Wedding and funeral receptions

Outdoor organized gatherings
  • Outdoor organized seated gatherings can have a capacity of 5,000 people or 50% capacity, whichever is greater.
  • For example, if the venue has a normal seated capacity of 30,000 people, 15,000 people can attend. 
Indoor events at venues
  • Indoor events at venues can only have 50% capacity, no matter the size. Examples of indoor events at venues include:
  • Concerts, theatre, dance and symphony performances
  • Sports events and movies
  • Lectures, presentations and workshops
  • Sponsored and ticketed events

Everyone must be fully vaccinated to attend.

Organized gatherings by sector
  • Fairs, festivals and trade shows are limited to 50% capacity with a COVID-19 safety plan.
Update provided by ABLE BC:
  • Premises which are licensed to serve liquor, and which do not have full meal service, must be closed.
  • “full meal service” includes food provided by a caterer to the premises or available from a food truck located beside or on the premises, but does not include snacks, appetizers or tapas on their own.
  •  Patrons must stay in the seat to which they are assigned, or at which they seat themselves, and must not move from table to table or mingle with patrons from other parties when not seated.
  •  No more than 6 patrons may be seated at a table, unless the party consists of one set of parents and their minor children.
  •  Patrons must remain seated, other than in private clubs or tasting rooms with a liquor manufacturer’s licence, except:
  • to  to use a self- serve food or drink station, a self-serve lottery ticket dispenser, pay at a pay station, use washroom facilities, to provide assistance to another person who requires care or first aid, when leaving the premises, or
  • to play pool, billiards, snooker, or darts, or bowl (if there is a bowling alley on premises), with a maximum of five other persons who are in the same party as the patron and who are seated with the patron:
  • There must be a distance of two metres between the backs of the seats of patrons seated at adjacent tables or booths, even if members of the same party are seated at adjacent tables or booths, unless the adjacent tables or booths are separated by physical barriers.
  • There must be two metres between patrons seated at a counter, unless the patrons are in the same party or they are separated by physical barriers.
  • If there are physical barriers between tables or booths or seats at a counter, the tops and bottoms of the physical barriers must be positioned so that the physical barriers block the transmission of droplets produced by breathing, talking, coughing or sneezing between patrons who are seated at adjacent tables, booths or seats at a counter.
  • Dance floors must be closed with physical barriers or occupied with tables.
  • Patrons must not dance on the premises.

Coquihalla Highway Set to Reopen
to Regular Traffic Tomorrow
On Wednesday, Jan. 19, 2022, the Coquihalla Highway (Highway 5) will reopen to regular vehicle traffic between Hope and Merritt.

The provincial government made the announcement noting that temporary repairs are in place while permanent repairs are planned for damaged sections. Drivers should expect travel-pattern changes and reduced speed limits.

Additional Updates:

  • On Highway 99 between Pemberton and Lillooet current weight restrictions will be lifted on Jan. 19 as well. It is recommended that only experienced winter drivers use this route.
  • Highway 1 between Kanaka Bar and Hope remains closed, but the highway is expected to reopen to all vehicle traffic before the end of January.

Air Canada, WestJet and Pearson Urge End of Mandatory COVID-19 Testing at Airports
In an open letter, Canada’s two main airlines and its biggest airport are calling on the Canadian government to end mandatory COVID-19 testing at airports and shift those resources to communities where they are needed most.

The letter says that in the most recent week of reported data, more than 123,000 tests were taken at Canada’s airports with an average positivity rate of 3 per cent. The positivity rate in communities is running at 30 per cent and the number of cases could be higher because of the lack of tests, it said.
Applications Now Open for Tourism Accommodation and Commercial Recreation Relief Fund | Apply Today
In a press release distributed on Friday, January 14 by the Ministry of Tourism, Arts, Culture and Sport, it was announced that eligible accommodation providers and tourism operators will now have access to grants to alleviate fixed cost pressures caused by the COVID-19 pandemic.

As much as $15 million will be provided through the Tourism Accommodation and Commercial Recreation Relief Fund through three streams:
  • one for B.C.-owned large accommodation providers employing more than 150 people;
  • the second for Indigenous-owned large accommodation properties employing more than 100 people and located on reserve;
  • and the third for tenure and BC Parks permit holders that operate as tourism businesses.

Intake is now open and will remain open until February 14th at 11:59pm. Late or incomplete applications will not be accepted so do apply as soon as possible.
Join Q&A Sessions with Canada Revenue Agency on New Support Measures | Jan.20
In December, the Tourism and Hospitality Recovery Program and the Hardest-Hit Business Recovery Program (Bill C-2) received Royal Assent. These new measures will ensure that the hardest-hit sectors and those who are most affected by the pandemic will continue to receive the support they need.

The Canada Revenue Agency will hold a virtual briefing and Q&A Session for members of the Hotel Association of Canada, the Tourism Industry Association of Canada, and Restaurants Canada to answer your specific questions on these new support measures.

Over recent years, many have experienced the pain that comes with loss as we've been forced to say goodbye to some of our most beloved colleagues and industry friends. The absence has been felt across our sector, and due to restrictions on gatherings and events caused by the COVID-19 pandemic, many of us have not been able to celebrate their lives and achievements as we once would have.
 
At this year's BC Tourism & Hospitality Conference, we will be paying our respects through an "In Memoriam" slideshow tribute that honours all of those who have passed since we last met in person. We need your help to ensure that each of our industry friends are included.

Reminder | Federal Government Announces Extension to CEBA and RRRF Repayment Deadline
Last week, the Honourable Chrystia Freeland, Deputy Prime Minister and Minister of Finance, announced the following changes to the federal government’s Canada Emergency Business Account (CEBA) program:
  • The repayment deadline for CEBA loans to qualify for partial loan forgiveness is being extended from Dec. 31, 2022, to Dec. 31, 2023, for all eligible borrowers in good standing.
  • Repayment on or before the new deadline of Dec. 31, 2023, will result in loan forgiveness of up to a third of the value of the loans (meaning up to $20,000).
  • Outstanding loans would subsequently convert to two-year term loans with interest of 5% per annum commencing on Jan. 1, 2024, with the loans fully due by Dec. 31, 2025.
  • The government is also announcing that the repayment deadline to qualify for partial forgiveness for CEBA-equivalent lending through the Regional Relief and Recovery Fund is extended to Dec. 31, 2023.
Applications Open for Closure Relief Grants
Applications for financial support are now open for businesses temporarily closed due to public health orders.

Businesses including bars, nightclubs, gyms and event venues that can no longer hold events are eligible for grants between $1,000 and $10,000. The funds can help pay expenses such as rent, employee wages, insurance, maintenance and utilities.

The amount of funding is based on the number of employees and follows a formula similar to the Circuit Breaker Business Relief Grant. Applications are open until Feb. 28, 2022
PHO Order Requires Employers to Re-Activate COVID-19 Safety Plans
On January 7, 2022, the provincial health officer announced an order requiring employers to re-activate their COVID-19 Safety Plans. WorkSafeBC has updated guidance and recommendations outlined on our resource page.

This replaces the previous requirement for employers to have communicable disease prevention plans in their workplaces. To learn more visit our BCHA COVID-19 Safety Plan resource page.
Resources for Job Seekers, Workers, and Businesses from Tourism and Hospitality Emergency Recovery
As tourism and hospitality businesses kick start their operations, retaining skilled employees, and attracting new workers will be critical to their success. The Tourism and Hospitality Emergency Recovery project is developing tools and resources to help operators respond to this enormous challenge.

Business Access to Rapid Testing | 
Safe Screen BC
With the intention of keeping businesses open and employees safe, the Government of BC has launched Safe Screen BC, to begin enabling businesses to access rapid antigen tests.

Organized in partnership with the Ministry of Health and the Provincial Health Services Authority (PHSA), Safe Screen B.C. will guide businesses through the required application process for provincially available test-kits and support businesses in the set-up of onsite rapid workplace screening programs for employees.

Please note, if you applied for the Tourism & Hospitality Recovery Program (THRP) for period 22 (October 24 to November 20, 2021), you may have been affected by an error in the calculation spreadsheet for wage and hiring support, which erroneously showed they were ineligible for the THRP when they may have been eligible. More information here.
Cap U Program Available to Assist in Creating Recruitment Strategy
In this difficult labour shortage, Capilano University School of Tourism Students are available to help develop business recruitment strategies. The Human Resources class will be working with tourism businesses to create a comprehensive recruitment strategy throughout the month of February.
 
After an initial consultation with the manager, students will analyze your needs and assess opportunities to help you attract a larger pool of candidates. In their report, students will design recruitment policies, audit current practices, and create recommendations on employer branding.
 
They will recommend recruitment sources and present a digital strategy, helping you take a broader talent management approach. They will present their findings to your team via zoom and prepare a comprehensive report. The time commitment for employers is 1-2 hours of virtual meetings. There is no cost to participate.

The BCHA has partnered with the Progressive Intercultural Community Services Society (PICS) and Western Community College to offer a 23 week “Hotel Operations Services Skills Training Program”.

This program is designed to train 30 candidates who are currently unemployed or under employed in the Metro Vancouver area and deliver them to industry trained and ready to work. The training is fully funded and will focus on readying the candidate for meaningful work in the hotel industry.
