As you know, our State Systemic Improvement Plan (SSIP) is focused on improving positive social-emotional skills (including social relationships). Broad Improvement Strategy 1 of our SSIP is to identify and implement initial and ongoing eligibility determination and assessment for service planning practices related to social-emotional development that effectively inform eligibility decisions, the child outcome summary process, IFSP development and service delivery.

Over the past year, we have had two stakeholder workgroups focused on reviewing current screening and assessment tools and practices related to social-emotional development and other factors that impact this area of development. After reviewing the recommendations from these two workgroups, the state Part C Office has developed proposed screening and assessment practices to identify and meet the social-emotional needs of infants and toddlers in early intervention and their families. These are attached.

Attachment and Infant and Early Childhood Mental Health

As I collaborate more and more with practitioners in the Early Intervention field, I recognize that EI is more than a discipline and profession, it is also a “movement” in supporting and protecting young children and families. This past week at the CCSS conference, I had an amazing opportunity to talk with so many colleagues that I have partnered with over the last several years, and it was extremely meaningful hearing about your work.


I want to extend an opportunity that may enhance the work that you are currently doing. This fall I will be teaching an Attachment Course through VCU’s Continuing Studies department. It is a Six Week Session offered online for professionals working in the field with young children and families. The course will focus on Infant Mental Health principles, attachment, family systems, family centered practices and trauma-informed approaches. It is an opportunity for professionals to consider and exchange dialogue about babies, toddlers, and preschoolers as they exist within the context of their culture, communities, and their relationships. This course will help professionals deepen their understanding of the critical role relationships and a secure attachment play in a child’s overall development, school readiness, and success in later life. The course will allow the professional to build a repertoire of practical applications and specific strategies that can be applied and used in your everyday work with young children and families. Pyramid Model Framework

In this webinar, assessment and intervention experts, Erin Barton, PhD and Elizabeth Steed, PhD, will describe the purpose of social-emotional screening of young children in the context of promoting social-emotional development and identifying children at risk for social-emotional difficulties. This webinar will provide an overview of specific social-emotional screening tools and how one might pick a tool for their program’s use. The presenters will use a case study to illustrate how to implement one of the most widely used tools, ASQ:SE-2, and make decisions about next steps for children at risk for social-emotional challenges.


Learning objectives:

1. Describe the purpose of social-emotional screening.

2. Name several social-emotional screening tools.

3. Explain how a social emotional screening tool is administered in collaboration with families.

4. Describe how to use screening results to plan next steps based on children’s scores.
