General Supervision and Monitoring (GSM): Monitoring Team Update
The monitoring team would like to offer its thanks to all localities for their flexibility and cooperation as we navigated this year’s compliance indicators measurement and verification (CIMV)—formerly annual record review (ARR)—in order to measure local compliance with indicators C-1, C-7 and C-8. (See May monthly update for a refresher, if needed.) For many localities, this year’s CIMV demonstrated the simplicity of using TRAC-IT for the purposes of annual as well as day-to-day, ongoing monitoring. More (if not all) localities should experience a smooth and straightforward 2025 CIMV.
Some of the challenges that prevented sole reliance on TRAC-IT for C-8 (transition) measurement are being addressed with coding updates to further support the transition workflow. Further, our technical assistance team has relayed local concerns about documenting transition activities in TRAC-IT. Once updates have been completed, our office will share with you revised tips for making the most of TRAC-IT.
Although Virginia experienced slippage in each of the three transition indicators—attributable primarily to the transition from paper or other data systems to TRAC-IT—we did record improvement in both indicators C-1 and C-7. Timely IFSP development and service delivery are critical to making the most of each child's short time with us; thanks for endeavoring to identify and serve children and families quickly!
Localities have just received their initial determination reports for FFY23/SFY24 . These initial reports and accompanying memo serve as official notification of a locality’s compliance indicator results and start a required timeline for correction—defined as “as quickly as possible, but in no case more than one year.” Localities that were unable to demonstrate correction prior to notification will now participate in structured and supervised local monitoring to ensure that correction occurs swiftly. The monitoring team looks forward to supporting you and the excellent work that is being done every day on behalf of infants and toddlers with disabilities and their families.
