Child Outcomes Summary (COS) Process Review

 

Whether you are a new or experienced service provider, an administrator or a family receiving early intervention services in Virginia’s Part C Early Intervention system, you know how important the Child Outcomes Summary (COS) Process is to providing effective services to infants & toddlers and their families. The ITCVA Technical Assistance Consultants (TAs) and the Local System Managers (LSMs) during regional and individual meetings are in the process of reviewing the COS information available and how TRAC IT can be utilized to provide complete and accurate data. This data is utilized at the state and local levels for thoughtful analyses and are the key to making good decisions about how to improve systems and services for children and families.

 

To EI service providers and families: Understanding how important your role is in the COS process and how the COS Statements/Ratings are used is crucial to improving outcomes for children and families. Please review the following resources and talk it over with your LSM and local teams:

This video gives a nice overview of the COS Process, developmental trajectories and summary statements. Even just the first 6:40 minutes for those new to the data and/or who would like a refresher is very helpful.

Self-Directed Learning

This page provides mini training sessions on a variety of child and family outcomes related topics. Each session is a short, stand-alone piece suitable for self-paced online learning. These sessions may be reviewed by individuals as an orientation to a new topic, or to refresh existing knowledge and skills. The content is suitable for providers, administrators, stakeholders and families.

 

TRAC IT: 

The Child Outcomes by Program (Indicator 03) Report is available on the LSM Dashboard in TRAC IT. It is used for tracking and monitoring accurate data and to improve system processes and intervention.

 

If interested ask your LSM to give you an overview on how it all comes together. LSMs can request a TA to assist.

A Data in Time – 2020

 

In the year 2020 in Virginia there were 94,749 Resident Births. Of these babies, 16,873 (17.81%) were referred to Part C Early Intervention. 12,866 of these received an evaluation to determine if they were eligible for services. 89.47% (11,825) were found eligible for services. A further 11,084 (93.40%) had an IFSP developed. Of these, we know that 3,182 (26.86%) were found eligible or were referred to the Public Schools Part B Special Education services.

State Systemic Improvement Plan (SSIP)

ITCVA is committed to supporting the social-emotional needs of children and families. The ultimate goal of the current SSIP is to improve the percentage of infants and toddlers who substantially increase their rate of growth in the area of positive social-emotional skills (including social relationships) by the time they exit early intervention.
