  • A new Gubernatorial Executive Order extends the moratorium on evicting or foreclosing on a commercial tenant through January 1, 2021. The E.O. can be found HERE.

  • The Governor's new Cluster Action Initiative creates three levels indicating the severity of a COVID-19 hot spot. If an area qualifies as a hot spot, additional restrictions are administered and fines increased – up to $15,000 for any individual who encourages, promotes, or organizes non-essential gatherings in excess of 50 people. Use the tool HERE to check your area. Currently, Dutchess County doesn’t have any designated hot spots under this initiative.


  • On October 23, movie theaters can reopen at 25% capacity, or up to 50 people maximum depending on which is lower. This does not apply to counties with an infection rate above 2% over a 14-day average, or counties with red cluster zones.

  • New York now mandates all private sector employers to offer paid sick leave. Sick time will start accruing effective September 30, 2020, with benefits available as of January 1, 2021. The state's Labor Department released guidance HERE, and a FAQ HERE

  • REMINDER: Businesses are required to provide two hours of paid time-off to vote. An FAQ on this employer mandate can be found HERE.

  • What states are currently on the automatic quarantine list? As of October 21, there are 38 states and two territories impacted. Although they are not listed Connecticut, New Jersey, and Pennsylvania are also on the list, but it was deemed impossible to enforce the quarantine along New York's border.
