1) Although the Shuttered Venue Operator Grant application process is not yet open, a FAQ document has been released by the SBA. The document can be found HERE.
2) New York State and Empire State Development are looking to help vendors set up low-cost rapid COVID-19 testing sites for asymptomatic individuals with the idea being this will allow the state to begin the process of opening large gatherings/events. As such, the focus is on spaces near city centers/areas that will attract crowds.
Vendors are looking for the following requirements:
- No or low cost 6-month lease immediately available
- Street level store fronts with walk in access
- About 750-1500 square feet (no additional charge for larger space). They are, on average, using 1200 sq. ft.
- Open space with no or minimal internal changes needed
- High foot traffic areas
- Working AC, heat, existing lights and bathroom (preferably ADA compliant)
- Empty and broom clean
- No carpeted floors
Additional details provide include:
- The lab/testing service provider would be the tenant (not New York State).
- The tenant would be responsible for fit-out of the space, not the property owner.
- Hours of operation would be ~8am-8pm, with some time on the front/back-end for cleaning/set-up, etc.
- The tenant will maintain insurance.
- The tenant will pay for utilities.

3) New York State Department of Labor Commissioner Roberta Reardon recently signed an order to temporarily modify the unemployment benefit charging system and ease the burden for unemployment insurance charges incurred by all employers during the COVID-19 pandemic. This order indefinitely cancels unemployment insurance charges and can be read in full HERE.
- First Appointments Will Be Scheduled for February 15
- Local Health Departments Determine How, Where, When to Schedule Appointments in Their Jurisdictions, as Early as February 14, With Vaccinations Beginning February 15
- New Yorkers With Comorbidities and Underlying Conditions Must Provide a Doctor's Letter or Medical Information Evidencing Comorbidity or A Signed Certification Determined by A Local Government; State Will Audit Local Systems
- NYS DOH Will Host a Call with County Executives and Local Health Departments to Review Vaccinating New Yorkers with Comorbidities and Underlying Conditions
