Update for Friday, January 8, 2021
  • In today's press conference, Governor Andrew Cuomo announced that starting Monday, January 11, those in the 1b population for the vaccine may start getting vaccinated. Those included in the 1b population are education workers, first responders, public safety workers, public transit workers, and anyone aged 75 or older.

  • The Small Business Administration and the Treasury Department have issued a press release announcing the re-opening of the Paycheck Protection Program. A copy of the full press release can be found HERE.

  • Community financial institutions will be allowed to make First Draw PPP loans beginning on Monday, January 11. Second Draw PPP Loans will be allowed to be issued after Wednesday, January 13.

  • PPP loans will be open to all participating lenders soon after these dates, but they have not yet released when exactly that will happen.

  • This round of PPP loans will go towards job retention and certain other expenses through March 31, 2021, and will allow certain existing PPP borrowers to get a second loan.

  • The program is now extended to cover 501(c)(6) organizations, housing cooperatives, direct marketing organizations, and other previously not included organizations.

  • Some current PPP borrowers can request to modify their first PPP loan, but you should go through your funding source to determine if you are qualified to do so.

  • You may qualify for a second PPP loan if you:
  1. Have or will use the full amount borrowed for authorized uses
  2. Have no more than 300 employees
  3. Can demonstrate at least a 25% decrease in gross receipts between comparable quarters in 2019 and 2020.

  • The SBA has also released an Interim Final Rule on the Paycheck Protection Program, which can be found HERE.

  • They have also released an Interim Final Rule on Second Draw PPP Loans, which can be found HERE.
