NEW Business Updates:
  • In today's briefing, Governor Andrew Cuomo announced that outdoor venues with 2,500+ capacity can reopen at up to 20% capacity.

  • A new Executive Order was released by the state yesterday that can be found HERE. This Executive Order includes the following changes:
  • Indoor dining in areas outside of New York City can operate at 75% of maximum capacity, effective March 19, 2021, provided that Department of Health guidance and any other applicable State-issued guidance is strictly adhered to.

  • In New York -pharmacies shall prioritize the following groups for vaccination: (1) individuals age 60 and older; and (2) individuals who are P-12 school (public or non-public) teachers, substitute teachers, or student teachers. Effective March 17, 2021 all providers other than pharmacies are permitted to vaccinate any eligible individual.

  • Updated guidance has been released for shopping malls as of March 15, which can be found HERE.

  • New York State Department of Health updated quarantine protocols for people exposed to COVID-19 (the Quarantine Protocols). You may find the Quarantine Protocols here. The Quarantine Protocols do not reflect the most recent guidance from the Centers for Disease Control and Prevention (CDC). As a result, there are discrepancies between the guidance issued by New York and the most recent federal guidance.

  • Under the NY State Quarantine Protocols, certain individuals no longer need to quarantine after an exposure to COVID-19. Individuals do not need to quarantine if:
  • The individual is fully vaccinated, which is defined as having two weeks pass since the receipt of the second dose in a two-dose vaccine or having two weeks pass since the receipt of one dose of a single-dose vaccine; AND

  • The individual is within three months following the receipt of the last dose; AND

  • The individual remains asymptomatic since the last COVID-19 exposure. 

  • Additionally, asymptomatic individuals who were diagnosed with COVID-19 within the past three months and have since recovered do not need to retest and quarantine if exposed to COVID-19. The three-month period begins either on the date of symptom onset or the date of the first positive diagnostic test if the individual remains asymptomatic.

  • The state announced they would soon be launching the Excelsior Pass shortly, a tool that allows New Yorkers and visitors to securely present proof of vaccination or negative COVID-19 test results. Additional information on this program can be found HERE.

  • Additionally, to make COVID-19 diagnostic testing even more available for New Yorkers, the State recently launched the New York Forward Rapid Test Program. This makes low-cost rapid testing available to the public to support enhanced economic activity, including weddings, catered events and arts and entertainment venues.
