A Letter from the PAC President

I’m Brian Hagler and I’m President of the Ingham Parent Advisory Committee in addition to being a Lansing School District representative.

The mission of the Ingham ISD PAC is to promote partnerships among parents and benefit students with Individual Education Plans or IEPs. The PAC is comprised of parents who have a child with an IEP in a school within the ISD boundaries that has been appointed by their district’s Director of Special Education. Our meetings and events are open to the public.

In September, we had a wonderful event at Hawk Island County Park called the Family Fun Fest where representatives of community organizations of interest to the disability community came and presented their programs. It was a fun time for all, and the weather cooperated. Next year, our Fall Fun Fest will be bigger and better. So, stay tuned!

We still have several vacancies in districts with no representation on the PAC, and we need the help. The meetings are held virtually and expected to remain so, at least in part, for the foreseeable future. Can you spare one hour per month during the school year, and a few hours helping at one of the events we host? We would love to have you. If you want to get to know us, please attend a meeting and see what it’s all about. If you have any questions, feel free to contact us. We are parents helping parents living a life few can relate to. You will find a sympathetic ear and a hand up with the PAC. Thank you.

Past Events

This past fall, the Ingham ISD Special Education Parent Advisory Committee hosted the 8th Annual Fall Fun Fest at Hawk Island Park. This event focused on providing information on services for students with active Individualized Education Programs (IEPs) and 504 plans in the Ingham ISD service area.

We would like to thank all our community partners, staff and volunteers who helped to make this event successful.

Special Education Director’s Corner

Special education funding has been in the news lately. Even though the Michigan Legislature increased special education funding to historic levels in the fall, there is still a long way to go.

There is a combination of several different funding sources in Michigan, including federal, state and local funds. Federal funds are allocated to the State and then distributed to ISD’s. This funding source is then sent to local districts or used to pay for services that are provided by the ISD to local districts. The state also provides some special education funding. Michigan Department of Education distributes state funds based on the number of students with disabilities and the types of services required. Locally, millage dollars are collected to help pay for mandated special education programs. These millage dollars are different in each ISD. The millage in Ingham County is distributed back to local districts to help to support special education services. Keep in mind, special education is mandated to be provided and the funds distributed back to the local district will help to pay for those services.

As we move closer to fully funding special education, every dollar sent to the local district will support the provision of mandated services. Special education funding is complicated, but making sure that students get what they need is the priority. If you have further questions about how special education is funded, please reach out. n

Skills for Adult Independent Living (SAIL Program)

Students who participate in the Skills for Adult Independent Living (SAIL) program each have individual goals developed by a team and identified in an Individual Education Program (IEP). Educational activities focus on employment and job training, community involvement, mobility, safety, daily living skills, academics, health, recreation, leisure and social communication skills.

Ingham ISD partners with local businesses and organizations to expand student skills and provide job training through volunteer, non-paid and/or paid positions. This further enhances the learning that happens in the classroom. The SAIL program also facilitates connections to agencies and community resources that can provide support services.

  • Classroom - Focus on daily living skills, functional academics, fitness, self-care, health and social skills.
  • Community Experience - Explore recreation and leisure opportunities, community safety, shopping and money skills.
  • Work Experience - Participate in a variety of employment opportunities to gain universal work skills.

Currently, the Ingham ISD SAIL program has 10 - 15 students per classroom on average and 3 classrooms in total. 1 classroom located at Waverly High School and 2 classrooms located at the Wilson Talent Center. If you have a student interested in these programs, students and their families will need to work with their local school districts through the IEP process. Local districts will then reach out to the Ingham ISD transition staff to help facilitate the potential move.
