Interview: Hester Peirce, Commissioner, SEC

Moderator: John Ramsay, IEX Exchange

Hester M. Peirce was appointed by President Donald J. Trump to the U.S. Securities and Exchange Commission and was sworn in on January 11, 2018. Commissioner Peirce is one of the most vocal proponents of crypto at the federal level in the U.S and has worked in a wide range of roles analyzing and making financial regulation prior to joining the SEC. Commissioner Peirce earned her JD from Yale Law School.

The Regulatory Agenda

Moderator: Allison Gott, Paxos

Since November 2021, SEC Chair Gary Gensler has put forth multiple rule proposals on a wide range of topics that have been material in their design. It can be said that the SEC's regulatory agenda is its most ambitious since being founded in 1934. This fireside discussion will describe the industry's reaction to those proposals that greatly impact the equity markets.

Interview: Caroline Pham, Commissioner, CFTC

Moderator: Jeanine Hightower-Sellitto, Atomyze

Caroline D. Pham was sworn in as a CFTC Commissioner on April 14, 2022, after being nominated by President Joseph Biden and unanimously confirmed by the U.S. Senate. Commissioner Pham is a recognized leader in financial services compliance and regulatory strategy and policy, with deep expertise in derivatives and capital markets, as well as emerging issues such as digital innovation. Commissioner Pham has a JD from George Washington University Law School.


3:15 p.m. - 3:45 p.m.

Interview: Michael Blaugrund, COO, NYSE Group

Michael Blaugrund is Chief Operating Officer at the New York Stock Exchange, a wholly owned subsidiary of the Intercontinental Exchange. Mr. Blaugrund is responsible for overseeing strategy and operations of NYSE Group’s five equities exchanges and two options exchanges. Additionally, he oversees the NYSE/FINRA Trade Reporting Facility and NYSE Bonds fixed income exchange.

Interview: Douglas Cifu, CEO, Virtu Financial

2022 has seen much public debate about equity market structure, and Douglas Cifu, CEO of Virtu Financial, has been front and center. Piper Sandler’s Richard Repetto will get Mr. Cifu’s assessment on the general state of the equity markets while also asking him to address some of the concerns being expressed by our industry's regulators.

Panelists will also share their opinions on the current state of the digital asset market and the forces that will influence the evolution of its market structure, regulation and place in the financial ecosystem.

The increase of options trading by retail investors has led to a regulatory spotlight on this asset class. Additionally, there are some market participants calling for a review of and possible updates to certain longstanding practices with regards to market structure. This panel will provide a holistic view of listed options market structure and the investor experience.

Haoxing Zhu is Director, Division of Trading & Markets at the SEC. Mr. Zhu also serves as a Research Associate at the National Bureau of Economic Research, Finance Department Editor at Management Science, and Associate Editor at the Journal of Finance. He earned a BA in mathematics and computer science from the University of Oxford and a PhD in finance from the Stanford University Graduate School of Business.

The rise of outsourced trading firms, the evolution of the offering (including the expansion into supplemental trading), the types of firms offering outsourced trading, and the factors driving success (or failure) of an outsourced trading relationship will be discussed.

The growing evolution in technology is creating innovations for electronic trading across all asset classes. The ability to trade 24/7 cross-border requires overcoming not just legacy systems, but also legacy mindsets. Alternative Trading Systems, "ATS's"
