Angel Peña named RTD’s first Deputy CEO

RTD has named Angel Peña as the agency’s inaugural Deputy Chief Executive Officer. Peña was selected following a national executive search and brings nearly 25 years of experience in both the public and private sectors. In the role, Peña will lead the day-to-day operations and management of multiple RTD departments and divisions, including Capital Programs, Safety and Environmental Compliance, Civil Rights, Contracting and Procurement, and Planning.

Revitalizing RTD's Advisory Committee for People with Disabilities

The ADA Office within RTD’s Civil Rights Division has successfully revitalized and reimagined the role of the Advisory Committee for Persons with Disabilities (ACPD). This premier accessibility committee serves as a vital link between RTD and the disability community, ensuring that accessibility concerns are addressed and that RTD’s services remain inclusive for all customers.

Transit Equity Office updating Title VI Program

RTD is updating its Title VI Program to ensure equitable access to transit and prevent discrimination. As a federally funded agency, RTD must comply with Title VI of the Civil Rights Act of 1964, which prohibits discrimination based on race, color and national origin, including limited English proficiency.

RTD is establishing a new triennial goal

As a U.S. Department of Transportation (US DOT) direct recipient, RTD is now reviewing the methodology to establish a new Triennial Disadvantaged Business Enterprise (DBE) goal. RTD is mandated to set a DBE goal every three years, based on expected federally funded projects or contracts assisted by US DOT. The current DBE goal is 14.5%.

“I was born and raised in Morocco. I obtained a CDL in 2011 and then worked for Transdev. In 2015, I came here to RTD. I enjoyed driving buses, so I changed my position to revenue instructor. I was a revenue instructor for five years. I gave all my experience to my trainees.


“Because I came from another country, I know the culture of the immigrants."

Much like a rock band touring the globe, SharePoint Administrator Mike Smith has toured around RTD in his 23 years with the agency. From humble beginnings as an administrative assistant in Purchasing to working on FasTracks as business support to the consultants, now working on the SharePoint team, Smith is no stranger to the agency. However, when it’s time to shut the laptop off, he lets his hair down and throws his horns up, dishing out T-shirts, CDs and other merch to concertgoers looking to memorialize the night for the bands for which he volunteers.

At last night’s monthly meeting, the RTD Board of Directors unanimously approved the following: the refinancing of Certificate of Participation Series 2015A; and authorizing the General Manager and CEO to be responsible for applying for and legally committing RTD to compliance with terms of awards from the Federal Transit Administration (FTA). Additionally, the Board authorized the General Manager and CEO to enter into a contract with Confluence Security for the purchase and installation of new surveillance cameras on 157 light rail vehicles, as well as to run a procurement process for and enter into a contract for external audit services. 

 

The Board also authorized additional funding for the Access-on-Demand program, approved a summary scope of work to solicit contracted security services, and adopted an “amend” position on Senate Bill 25-161, calling for the following amendments: 

 

  • Making RTD Board members on a proposed RTD accountability committee voting members
  • Adding two former RTD Board members as voting members of the proposed RTD accountability committee
  • Opposing the addition of two ex officio members to the RTD Board of Directors
  • Opposing the elimination of the ability for individuals to be elected to the RTD Board of Directors via a write-in process

From Safety and Environmental: Boulder report on the Hub

The February Boulder safety update has been uploaded to the Hub. Click the link below to read it. Key findings include:

 

  • 95 total hazards reported since January 2021, with 82 resolved, seven being monitored and reviewed, four open hazards actively being addressed, and two hazards awaiting review by internal departments.
  • Two safety concerns have been reported since January 2025, both of which have been resolved.

From Cybersecurity: How to recognize and combat a vishing attack

Vishing is a different attack that falls under the general social engineering phishing umbrella and shares the same goals. Cybercriminals who use vishing, known as “vishers,” use fraudulent phone numbers, voice-altering software, text messages and social engineering to trick users into divulging sensitive information, usually over the phone. The visher might first send a text message to potential victims in high volumes from a long list of phone numbers. The message might ask users to make a phone call to the attacker’s number.

In memoriam: Greg Wing

RTD mourns the passing of longtime employee Greg Wing. Wing was a lead street supervisor on the Street Operations team. His career at RTD spanned over 30 years in the Bus Operations Department.

From Safety and Environmental: Air quality results for Boulder, Platte

Reports detailing the results of recent indoor air quality monitoring at Boulder and Platte divisions are available now for review. Testing was conducted by industrial hygienist Foothills Environmental Inc. (FEI) at Boulder Jan. 13-20 and at Platte Jan. 27-Feb. 3.
