by Lynn Venhaus
For the News-Democrat
October 28, 2025
Halloween, Thanksgiving and Christmas activities continue to be Downtown District crowd-pleasers in O’Fallon, while fall favorites return with new events that promise to add to the family fun.
This Saturday will be a full day of food, art, music, shopping and fun with multiple outdoor events planned.
The city’s Parks and Recreation Department oversees all park activities, O’Fallon Station and Vine Street Market downtown, and the Katy Cavins Community Center.
October kicked off with the first-ever District Frights Oct. 4, which was formatted like the popular District Summer Nights and took the place of the former Witches and Wizards Festival, a fixture since 2019.

City provides update on Scott-Troy and Old Vincennes Trail stoplight proposal
O'Fallon Weekly Editor
October 29, 2025
An update on the idea of a stoplight at the intersection of Scott-Troy Road and Old Vincennes Trail was given in a recent newsletter sent out by O’Fallon’s acting City Administrator, Grant Littiken.
Littiken stated that while discussions had taken place with St. Clair County officials, there is likely no stoplight coming soon.
“Mayor Van Hook, Jeff Taylor, and I met with St. Clair County Board Chairman Mark Kern and St. Clair County Engineer Norm Ettling on Monday, October 20, 2025. The main topic of discussion was the intersection at Scott-Troy Road and Old Vincennes. The five of us reviewed the previous traffic studies along with additional analysis of traffic signal Warrant 2 (Four-Hour Vehicular Volume) and Warrant 3 (Peak Hour) that were recently completed using the 2022 traffic data. The review confirmed that the analysis did not warrant a signalized intersection,” Littiken wrote.
He went on to say that ignoring the reports and recommendations could open up the county to serious negative ramifications.
“At this point, if St. Clair County were to install a signalized intersection at this roadway, it would not meet the requirement criteria from the Manual on Uniform Traffic Control Devices (MUTCD). Not following the MUTCD regulations can lead to losing federal-aid funding, facing significant liability in lawsuits, and creating secondary unsafe environments for road users.”
