#1 Issue in Public Procurement Report: Cooperative Procurement
NCPP Affiliate Partner Government Sourcing Solutions (GSS), a team of former government procurement leaders/chief procurement officers, meets with senior procurement teams across the United States to hear firsthand about the issues and hot topics those leaders are facing. Publishing those findings in the GSS Public Procurement Report, the recent October 2019 edition highlights that Cooperative Purchasing has become the #1 issue. NCPP's Working Groups
NCPP's Working Groups are the backbone behind many of the efforts and achievements to support our members. Some updates below:
Educational Outreach Working Group:
The recently created Speaker's Bureauhas been debuted and shared with NIGP and NAEP chapters across the country. As a result, presentations in California, Florida, Idaho, Pennsylvania, Texas, New York and at national procurement conferences have been confirmed to date. For those cooperative and supplier partners who market to Canada, the newly designed "Canadian Road Map to a Group Buying Strategy" was unveiled last month and hundreds of copies have already been distributed.
Legislative Advocacy Working Group:
This Working Group was heavily involved in opposing proposed Pennsylvania legislation that could limit cooperative use. The end result? The legislation was eventually not passed. A NCPP team met in person with the State of Arkansas on newly proposed policies and rules that may affect the approval process and use of cooperative contracts. For the State of Idaho, NCPP provided copies of Road Maps and a featured keynote presentation on cooperative procurement to support recently passed legislation allowing poly-subs to use cooperative contracts. With weekly legislative digests from FOCUS software, our members can stay attuned to new legislation and can rely on this Group to take an active role and position on behalf of NCPP members.
Construction & Installation Services Working Group:
Comprised of those members who deal primarily in construction, efforts have been focused on coordinating legislative efforts related specifically to construction related cooperative activities, as well as developing educational content to assist procurement teams in expanding their use of cooperatives for these types of services.
