Public safety overtakes homelessness as top concern for Seattle residents


Seattle residents now rank public safety as their top concern, according to the latest findings from “The Index,” a survey conducted by the Seattle Metropolitan Chamber of Commerce. With 41% of respondents citing “crime, drugs, and public safety” as their primary worry, the issue has overtaken homelessness, which fell to 37% from 50% in last year’s survey.


The shift comes amidst a general decline in overall crime rates in 2024, compared to the previous two years. By August, there were 28,792 reported crimes in Seattle, significantly lower than the 46,011 reported in 2023 and 50,198 in 2022. Despite this, more than half of residents still believe the city is on the wrong track, with frustrations growing over the perceived lack of progress by city officials.


Interestingly, concerns over “Government, Politicians, and local leaders” have also risen sharply, now ranking third at 15%.


While more voters support a stronger police presence to tackle crime, there is cautious optimism as Seattle’s quality-of-life rating has improved, reaching its highest score since the survey began. However, the survey’s 700 respondents reflect an ongoing need for urgent action.

Organized retail crime (ORC) continues to have a severe impact on businesses, the economy, and communities across the nation. To address this growing issue, the National Retail Federation (NRF) is hosting "Fight Retail Crime Day" on October 24 at 1 p.m. ET.


This event takes on added significance as efforts to combat ORC have intensified with the introduction of the Combating Organized Retail Crime Act of 2023 (CORCA). Although CORCA has not yet been passed into law, it represents a crucial step toward enhancing federal enforcement against organized retail theft. The bill aims to expand the scope of criminal offenses related to ORC, including transportation of stolen goods across state lines and broadening offenses that qualify for prosecution under federal money laundering statutes. It also proposes the establishment of the Organized Retail Crime Coordination Center within the Department of Homeland Security to centralize federal law enforcement activities related to ORC.


During the webinar, attendees will receive a comprehensive overview of the current state of retail crime and discuss how businesses and stakeholders can advocate for the passage of CORCA. Participants will also gain actionable strategies to fight ORC at the local, state, and federal levels, while working within the existing framework to protect businesses and consumers.

L&I’s IME co-recording draft concepts fail to address key policy issues


In May, WR reported Labor and Industries' effort to address high cancellation rates of Independent Medical Exams (IME) following the mid-2023 implementation of HB 1609. L&I’s newly proposed co-recording concepts, aimed at resolving current policy issues, however, have proven to be unsatisfactory.


The stakeholder input process has lacked the necessary transparency. L&I approached the process by segregating stakeholders in groups, leading to concerns about unequal influence and undermining the expectation of fairness in government decision-making.


The draft highlights some concerning disparities between workers and IME providers. For example, while workers can file complaints, IME firms and examiners do not have the same option. Additionally, an IME examiner could face penalties under RCW 51.48.080 if a worker feels pressured into agreeing to a co-recording. Examiners are also required to submit their recordings to L&I, whereas workers have the option to keep theirs private.


Moreover, L&I’s decision not to clarify the term “materially alter the recording” raises concerns about potential tampering, which could impact an examiner’s professional reputation. Their refusal to clarify this term is inconsistent given that similar explanations are provided in other Title 51 regulations, such as WAC 296-14-4121, which defines “willful misrepresentation” under RCW 51.32.240(5).


Independent Medical Exams play a crucial role in reviewing treatment and addressing potential misdiagnoses for injured workers. WR remains committed to safeguarding the integrity of this important tool within the workers’ compensation system.

Olympia City Council pauses minimum wage hike and workers' bill of rights, but the fight is far from over


The collective advocacy from small businesses and prominent nonprofits has, for now, prompted Olympia City to pause its plans to "fast-track" a minimum wage increase. During the City Council meeting on October 8, Mayor Payne apologized for any confusion and reaffirmed the city's commitment to engaging with stakeholders in a meaningful way. While this is a positive step, the issue is still ongoing.


There are indications that both the Olympia City Council and the state Legislature may give serious consideration to the unions' proposed Workers' Bill of Rights. This bill introduces several ideas that go beyond those currently implemented in the City of Seattle. Key proposals include:

  • Right to full-time work: Requiring employers to offer full-time work to existing employees before hiring others. Large national grocery chains must guarantee full-time job access for most employees.
  • Predictable schedules: Employers must provide a good-faith estimate of work hours at hiring, with at least 14 days’ pre-notice for schedules. On-call shifts can be refused, and schedule changes within 14 days would require 50% added wages.
  • Safe workplaces: Large retail employers must develop workplace violence prevention policies, provide training, and equip employees with panic buttons.
  • Just cause employment: Protection against termination without cause, and safeguards for employees’ off-duty cannabis use.
  • Private right of action: Employees may sue for violations.

Retail sales dip in September, year-over-year growth remains


Retail sales in September experienced a modest decline compared to August, with a 0.32% drop month-over-month, according to the latest CNBC/NRF Retail Monitor powered by Affinity Solutions. Despite this, year-over-year sales were still up 0.55%, reflecting continued consumer spending amid easing inflation and rising employment.


National Retail Federation (NRF) President and CEO Matthew Shay attributed the pullback to a combination of factors, including geopolitical tensions, upcoming elections, and concerns over a potential port strike. "Consumers exercised caution, but spending on household priorities remained steady,” Shay said.


Key sectors saw mixed results. Online and non-store sales led growth with a 15.21% increase year-over-year, followed by strong performances in clothing, accessories, and health and personal care. However, categories such as electronics, appliances, and furniture experienced declines both monthly and annually.


This marked the first month-over-month decline in retail sales since January, but core sales—excluding restaurants, auto dealers, and gasoline stations—grew 2.18% year-over-year for the first nine months of 2024.

Amazon to hire 250,000 workers for 2024 holiday season


For the second year in a row, Amazon is launching a significant hiring effort to support its operations during the busy holiday season. The company plans to hire 250,000 full-time, part-time, and seasonal workers across the U.S. for roles in customer fulfillment and transportation.


All seasonal employees will start at $18 per hour, with full-time workers receiving day-one benefits, including healthcare and tuition assistance. The average total compensation for Amazon fulfillment and transportation employees, including benefits, exceeds $29 per hour. In addition, Amazon offers instant job offers to applicants upon applying.


Many of Amazon’s holiday hires continue working with the company, with nearly one-third returning after the holiday season. Other major retailers, including Target, Macy’s, and Burlington, have also announced large-scale holiday hiring plans this year, reflecting a strong demand for seasonal workers.


Amazon’s recent $2.2 billion investment in pay increases for 800,000 employees, along with benefits such as free Prime membership, paid parental leave, and mental health support, highlights its commitment to its workforce. Seasonal employees can also see wage increases of up to 15% within their first three years, positioning these roles as potential long-term career opportunities.

Rep. Steve Tharinger (D) and Rep. Mike Chapman (D) have a history of supporting business and retail-related issues. Rep. Tharinger is seeking re-election to the house, while Rep. Chapman is running for the open senate seat. WR also endorsed Adam Bernbaum (D), who is running for the newly vacated house seat, because of his support for the retail industry.

Walmart expands pet care services


Walmart, the nation’s largest retailer, is shifting focus from human health clinics to pet care. The company announced the opening of five new pet service centers in Arizona and Georgia by early November. This follows the success of its first pet services center near Atlanta, which offers veterinary care and grooming.


Walmart’s centers, staffed by PetIQ employees, provide routine veterinary services, vaccines, and grooming. According to Kaitlyn Shadiow, Walmart U.S. Vice President of Pets, the company has seen strong customer response, including a 25% rise in first-time pet shoppers. Walmart also sees potential for growth in the pet category among younger, more affluent shoppers, especially Gen Z, as more households embrace pet ownership.


The pet care market is expected to continue growing, with annual household spending projected to increase significantly by 2030.

Early Halloween shopping on the rise as consumers embrace the fall season


Nearly half of Halloween shoppers (47%) are starting their purchases before October, according to the National Retail Federation’s annual survey. This is a significant increase from 37% five years ago. The early shopping trend reflects a growing enthusiasm for Halloween, with total spending expected to reach $11.6 billion this year.


Many shoppers say they’re eager to embrace the fall season, with 48% citing this as a reason for starting early. Others want to avoid the stress of last-minute shopping or simply love Halloween. The 25-34 age group is particularly excited, with 56% of them planning to shop early.


Top activities for this Halloween include handing out candy, decorating, dressing up, and carving pumpkins. Consumers plan to spend an average of $103.63, with candy, costumes, and decorations leading the spending categories.


Discount stores and specialty Halloween shops remain popular shopping destinations. Costumes are also a major focus, with kids dressing as Spider-Man and ghosts, adults favoring witch and vampire costumes, and pets getting into the spooky spirit as pumpkins and hot dogs.


As retailers gear up for this early demand, Halloween continues to be one of the most anticipated holidays of the year.
