POLICY

QAP Watch

The following states have or will revise their Qualified Allocation Plans (QAP) for the Low-Income Housing Tax Credit (LIHTC) program. The summaries below indicate if NGBS Green certification is incentivized and provide information on how to submit comments or stay informed. If you're aware of any current QAP activity in your state or locale not listed here or included in our online QAP Round-Up, please contact us.

Illinois. The IL draft 2024-2025 QAP will be released for public comment in early August 2023. We encourage NGBS Green Partners working in Illinois to submit written comments and participate in upcoming public hearings to indicate their support for these important changes! For additional QAP comments, please email [email protected].

Iowa. The Iowa Finance Authority (IFA) released their 2024 Draft QAP. No third-party green building programs are recognized. Projects can earn two points for meeting the requirements of the Iowa Green Streets program, in lieu of meeting energy requirements.

IFA is hosting a public hearing on July 12th at 11 AM, both in person and virtual.

Registration in advance is required.

IFA is accepting written public comments through July 18th; submit to: [email protected].

New Jersey. The New Jersey Housing and Mortgage Finance Agency (NJHMFA) published the 2023 draft QAP Green Requirements. Projects can earn three points for certifying to the 2020 NGBS at the silver level or higher. Projects can earn an additional point for selecting specific climate adaptive practices in addition to certification. NJHMFA is accepting written comments through June 30th. Comments can be submitted to Jim Peasco at [email protected].

Quick QAP Recap: Summer 2023

This spring, the NGBS Green team invested effort into educating Illinois and Utah HFA staff about the value and cost of third-party green building certification programs and advocating for NGBS Green Certification to be recognized equally with other credible programs.
