International Population Data Linkage Network (IDPLN)

I2D2’s efforts in data-driven decision-making were recently highlighted at the International Population Data Linkage Network (IPDLN) Conference in Chicago. Drs. Rouse and Abraham presented I2D2’s community-engaged approach, featuring research on maternal health, prenatal care, and strategic planning for early childhood education programs. Todd Abraham shared insights on the impact of birthing unit closures in Iowa, while Hannah Kim showcased the use of integrated data to improve access to early childhood programs. The recent release of the Iowa Child Care Connect (C3) platform, which provides real-time data to help families find child care, was also highlighted for its role in enhancing accessibility and transparency. Iowa Child Care Connect

Iowa Child Care Connect is live! This groundbreaking platform is designed to strengthen child care business sustainability and help families find quality care through real-time data. Combining child care data into one centralized system, C3 allows families to quickly locate available child care when needed while assisting providers in filling openings to sustain high-quality care. The platform offers decision-makers valuable trend and opportunity data to enhance strategic planning and improve child care statewide.


Welcome to the Team

The I2D2 team is excited to welcome two Iowa State undergraduate students as Student Program Assistants for the upcoming year.

Ethan Mangelsdorf is a third-year undergraduate student at Iowa State University pursuing a degree in Data Science with a minor in Statistics. Originally from Brainerd, Minnesota, Ethan grew up and spent his high school years in Kuala Lumpur, Malaysia. As a Student Program Assistant at I2D2, he focuses on supporting the maintenance of data infrastructure. He is eager to gain hands-on experience and learn from the data team about the various ways data is utilized at I2D2.

Ava Leibfried is a sophomore at Iowa State University studying Agricultural Business. She is from a diversified crop and livestock operation in Platteville, Wisconsin. Ava’s role at I2D2 focuses on communications and project management. She is eager to expand her expertise by exploring new areas of data and learning how to effectively communicate data-driven insights to a wide range of audiences.

The newly released Iowa Child Care Connect (C3) Supply & Demand Dashboard utilizes near-real-time data to estimate child care needs relative to availability, with the capacity to estimate based on geography, age, and other relevant categories to aid strategic planning. For example, while the overall statewide estimate across all ages suggests Iowa has about 1.5 children per available slot in child care, this ranges by county from 0.5 to over 5 children per slot. With this new platform, Iowa can better target resources and develop strategies to address the growing demand and ensure that families have access to the care their children need.

October is Head Start Awareness Month! In Iowa, I2D2 research shows that although Head Start serves children exposed to more poverty-related risks than their peers, they still achieve comparable preschool scores. This highlights the effectiveness of Iowa’s Head Start programs in meeting the comprehensive needs of these children. Notably, 82.5% of Head Start children face two or more risks at birth, compared to 50% or fewer in other preschools. Big Ten Early Learning Alliance Brief Number 1 - Fall 2024

The State of Early Childhood Education in Big Ten States report offers a comprehensive overview of early childhood education programs across the region. Mastering the Art of Data: Empowering Marketers with Data Literacy, Storytelling, and Decision Intelligence

It emphasizes how compelling narratives around data can transform raw numbers into actionable insights, bridging the gap between analysis and practical application. By focusing on understanding the audience and structuring data into coherent stories, organizations can foster a culture of data-driven decision-making. Getting to “Yes”

The most recent edition of Data & Policy includes a new article coauthored by our I2D2 post doctoral scholar Sharon Zanti and led by AISP Training and Technical Assistance Director Amy Hawn Nelson. The article, “A governance and legal framework for getting to ‘yes’ with enterprise-level data integration,” describes how the North Carolina Department of Health and Human Services (NCDHHS) established an enterprise-wide data governance and legal framework for data sharing. It highlights the importance of a participatory action research approach to develop meaningful integrated data solutions.






The 2024 Shared Services Technical Conference, hosted by Opportunities Exchange, will take place from October 16th to 18th with the theme "Connect the Dots." This year’s event will focus on new resources, modern technology, and innovative strategies to enhance the early care and education system. Heather Rouse will participate in a panel on ECE data systems, where our latest project built with leadership from Iowa’s Department of Health and Human Services, Iowa Child Care Connect (C3) will be showcased.


Heather Rouse will share some of I2D2's work during a legal workshop for Actionable Intelligence for Social Policy (AISP) on I2D2 governance on October 17th.
