Dear Inspiration Residents,
We hope this message finds you well. We have an important community update regarding Fire Protection and Emergency Medical Services in Inspiration, and the importance of your vote.
Background
As you know, when the community began, the Association’s only option at that time was to enter into an agreement with the City of Wylie to provide Fire/EMS services. In most communities across Texas, Fire Protective Services and Emergency Medical Services are not funded by Homeowners Associations. Instead, they are funded and managed by municipal utility districts (MUDs), water control improvement districts (WCIDs), or city governments, i.e., entities with the legal authority to levy taxes or allocate utility revenue to cover these costs. However, Collin County WCID3 (the District), which serves as Inspiration’s municipality, did not have “Fire Power” authority at that time.
Why This Matters
Under the current structure, Fire Protective Services and Emergency Medical Services are contracted directly by the Association and paid for through HOA assessments. Due to rising service costs that have escalated to over $1.3 million annually, this arrangement has become unsustainable for the Association.
Steps Taken So Far
Last year, the Association’s Board of Directors and the District’s Inspiration resident board members met to discuss transitioning the financial responsibility for Fire/EMS services from the HOA to the District. The Inspiration resident board members of the District promoted the concept to the full District board and secured approval to proceed with the transition process.
The District has formally applied for “Fire Powers” approval from the appropriate Texas agency. This is expected to be granted shortly. The District board members have met with representatives from the City of Wylie, and they have agreed to work collaboratively with the District to make this transition possible. Final approval is expected to be forthcoming from the Wylie City Council.
Potential Benefits of District-Based Fire/EMS Funding:
The District’s financial advisors have indicated that the District can assume this additional expense without increasing the property tax rate. Additionally, the long-term stability of the Association is restored, and homeowners will experience a reduction in annual assessments.
Next Steps: Resident Vote Required
Why This Matters
In order to complete this transition, residents must vote to authorize the District to assume responsibility for Fire/EMS services. Your vote is critical in ensuring that this transition can take place and that we bring Inspiration in line with how most Texas communities fund and manage these essential services.

We encourage every registered voting resident to attend and participate in this vote. You must be a registered voter with your registration address in Inspiration to vote in this election. This election is in addition to other elections being conducted in the same time frame, but the polling locations for those are different.
