Funding to Address Educational Disparities in PA Has Worked, Advocates Say

The Shapiro Administration has proposed a “historic” $1 billion boost in education- the largest single-year increase in Pennsylvania history.


Most of the funding would be used to reduce inequalities in underserved districts.


The funding would also be used for targeted investments in special education, student mental health, school safety, and teacher development.

House Lawmakers Reintroduce Legislation to Close PA Gender Earnings Gap

The reintroduced House Bill 630 would explicitly ban wage disparities based on gender, race, or ethnicity, and prohibit employers from using salary history during hiring processes.


In Pennsylvania, women earned 82.4 percent of what men did in 2023- behind the national average of 83.6 percent, with women of color making less than white women.


Advocates argue this legislation is essential to dismantle systemic biases and increase intersectional economic security.

June 2025 Housing Legislative Update

House Bill 1650, which establishes the Pennsylvania Home Preservation Grant Program, that provides grants to local governments to improve existing housing stock, was voted favorably by the Committee in June.

A Pathway to Economic Stability for Families: Guaranteed Income Initiative

The Albuquerque City Council has approved over $4 million in funding to launch a multi-year Guaranteed Income Initiative which addresses historical inequities by providing direct monthly payments to low-income families.


This pilot program will deliver $750 a month for three years to an initial group of 80 households, primarily those with high rates of school absenteeism and low academic outcomes.


Along with financial support, participants will receive financial counseling through the Office of Financial Empowerment to foster long-term stability.

Key components include meaningful employer engagement, skill-building training, comprehensive support services, and strong youth development practices such as mentorship and cohort models.


While these programs show promise in improving immediate outcomes like work readiness and experience, persistent timeframe and funding challenges highlight a need for program support.

Lower-Income Neighborhoods Face Greater Flood Risk, Tougher Recovery

Lower and moderate-income communities face significantly higher flood exposure and struggle more to recover from floods, as shown by studies conducted by the Federal Reserve Banks of New York, Philadelphia, and Cleveland.


In cities like New York, floods from events like hurricanes disproportionately impact renters, especially those in basement units, who often lack insurance or sufficient government support.
