Hafa Adai Catherine,
It's that time of year when we seek support for our local companies, and this year's Holiday Guide features a number of member company holiday specials, deals, and offers. We'd like to encourage you to take advantage of the various offers from our fellow Chamber members and even share the Guide with others. For some, this year's holiday shopping outcome could be the difference between staying open or shutting doors in the new year. Scroll down this newsletter for more details about the Holiday Guide.
It was a pleasure and honor to reconnect with the Importers and Exporters Association of Taipei (IEAT) this week. The Guam Chamber and IEAT, have a mutual cooperation agreement signed since 2022. I met with Secretary General Peter W.J. Huang, Anita Fang, Alison Chan, and Felix Yen, Guam Affairs Director from the Guam Taiwan Office. We discussed potential opportunities between Taiwan and Guam businesses and the positive outlook ahead.
As you look ahead to the new year, we hope that you will consider how you would like to be involved with your Guam Chamber. Your Chamber investment is a tool that can help grow your organization, strengthen your peer network, impact our government advocacy and so much more. Active engagement unlocks possibilities. Let's explore these opportunities together!
Have a great weekend and thank you for supporting our local Guam businesses this season!
Onward Together,
Catherine Castro
President

Corporate Transparency Act Requirements Halted by Federal Court
Unless and until an appellate court overrules or narrows the injunction, no small businesses are obligated to comply with the reporting requirements
A federal court in Texas halted the implementation of the Corporate Transparency Act’s (CTA) beneficial ownership reporting requirements. Holding that the CTA is likely unconstitutional, the court issued a preliminary injunction barring the government from enforcing the CTA and its reporting requirements against anyone. Prior to the ruling, small businesses that met certain criteria would have had to file reports with the Department of the Treasury by January 1, 2025, or risk fines and criminal penalties.
The preliminary relief will remain in effect until the conclusion of legal proceedings, at which point the court may enter a permanent injunction. In the meantime, the government will likely appeal the preliminary injunction. Unless and until an appellate court overrules or narrows the injunction, no businesses are obligated to comply with the reporting requirements.

Why We Must Grow the Economy by at Least 3% – and How to Do It
The U.S. Chamber is calling on elected officials to secure a better life for Americans by supporting policies that would lead to economic growth 50% above current projections over the next decade.
Today, many Americans feel the burden of rising prices, homeownership seems increasingly out of reach, and they see growing government debt and deficits. They don't view the economy as working for them.
America needs to make economic growth a national priority, driven by people through innovation and productivity and fostered through sound public policy.
That’s why the U.S. Chamber of Commerce launched the Growth and Opportunity Imperative, urging elected officials to support policies that would secure a better life for Americans by achieving at least 3% annual real economic growth over the next decade—a 50% increase over current projections.

To create the future we want, and the next generation deserves, we call on elected officials to pursue policies that will significantly boost America’s growth.
