Invitation to 3rd District Townhall

Wednesday, January 31 at 5:30pm at Recreation Park Community Center (4900 East 7th Street)

On January 31 at 5:30 pm, Councilmember Duggan is hosting a 3rd District Townhall at the Recreation Park Community Center or the "Bruin Den" (4900 East 7th Street). At this meeting, Councilmember Duggan will discuss highlights from her first year in office, answer your questions, and discuss priorities for 2024.

Casework

  • Logged over 2000 constituent cases with a 79% closure rate.
  • Most common cases are about street maintenance, homeless services, traffic, and trash.


Public Safety

  • Invested in police recruitment and fully staffed our fire department.
  • Pushed for more enforcement for traffic safety and illegal parking.
  • Authored Unpermitted Events item approved by the City Council to address issues surrounding unpermitted events in District 3.
  • Launched the Office of Police Oversight.
  • Established 2nd and PCH Task Force with the City of Long Beach, Caltrans, Office of Assemblymember Lowenthal, and Office of Senator Gonzalez to evaluate how we can improve this intersection.


Homelessness

  • Submitted Ensuring Usable and Safe Public Spaces item pushing for the City to update its municipal code related to public camping to be compliant with Martin v. Boise for clearer expectations about where encampments are prohibited.
  • Supported extension of the Winter Shelter in District 3.
  • Visited city and nonprofit run shelters, and went on ridealongs with outreach staff and Quality of Life Officer. My staff have all gone also.
  • Supported the declaration of emergency on homelessness to cut through red tape.
  • Improved accessibility of services for people experiencing homelessness through Mobile Access Center and expanded outreach.


Infrastructure

  • Moved forward City projects like the Alamitos Bay Water Circulation Project, Bayshore Library, Peninsula Beach Replenishment Project, Open Channel at Colorado Lagoon, Naples Seawalls, Rec Park Bandshell, Greenbelt Heights Greenbelt, and Belmont Pool.
  • Engaged communities to discuss their infrastructure needs.


Fiscal Responsibility

  •  Took fiscally responsible votes on items such as opposing increasing budgets for Council and Mayor Offices.
  • Advocated to move ballot measure to November which would have saved the City over a million dollars.
  •  Questioned construction contracts related to homelessness and asked for metrics to evaluate effectiveness of City funded programs.
  • Supported revenue growth initiatives like Grow Long Beach.


Business Support

  • Hosted roundtables and presentations for small businesses providing resources.
  • Supported businesses after crimes and make connections to resources.
  • Approved process for applications to the new Sidewalk Dining and Parklet Program.


Environmental Initiatives

  • Authored Impact of Sewage Spills item approved by City Council pushing to hold other cities accountable for sewage spills impacting Long Beach.
  • As Chair of the Los Cerritos Wetlands Authority, we secured $34 million in funding for Southern Los Cerritos Wetlands Restoration and moved forward LCWA/Synergy Land Swap to restore 154 acres of wetlands in District 3.
  • Established relationship with The Ocean Clean Up to conduct a field assessment on the LA River to see if a trash interceptor is feasible.
