Multi-Material Stewardship Western

Notice of Consultation

You are invited to Multi-Material Stewardship Western’s (MMSW) consultation meeting on October 29, 2024, to provide input on important criteria associated with Phase 2 of the transition to a full extended producer responsibility (EPR) program.

Phase 2 of the transition is focused on curbside and multi-family collection in smaller communities outside of the 14 urban municipalities targeted by Phase 1. This consultation is seeking your input on two program elements pertaining to Phase 2.

Phase 2 Community Curbside and Multi-family Collection Eligibility Criteria

MMSW will outline the draft criteria for curbside and multi-family collection eligibility in smaller communities, including municipalities, regional waste authorities, First Nation and Métis communities. These criteria will determine which communities will be eligible to participate in Phase 2 and continue to operate curbside and multi-family collection under the MMSW program moving forward. It will also outline eligibility criteria for those communities not currently acting as curbside or multi-family collectors under the MMSW program at present, as well as eligibility criteria for Phase 1 communities without established multi-family collection programs.

Phase 2 Efficiency Criteria

MMSW will outline the draft criteria through which MMSW will determine which communities eligible under Phase 2 will be given the opportunity to act as a collection service provider to MMSW and in which communities MMSW will directly operate collection services in the future as applicable. Given the significant number of small, rural and remote communities identified for Phase 2, MMSW aims to develop and implement an approach to program delivery that reduces administrative burdens, fosters operational efficiencies, drives environmental improvement and builds on regional economies of scale.

Interested parties will also have the opportunity to provide written feedback on the Community Curbside and Multi-family Collection Eligibility Criteria and the Phase 2 Efficiency Criteria in writing, which can be submitted to MMSW at info@multimaterialsw.ca by November 22, 2024.

Background

The Household Packaging and Paper Stewardship Program Regulations, 2023 (“the Regulation”) was released and came into effect on March 31, 2023. This required the transition to a full extended producer responsibility (EPR) model, whereby producers assume operational and financial responsibility for collecting and recycling household packaging and paper in Saskatchewan.

Multi-Material Stewardship Western (MMSW) is pleased to share that the Saskatchewan Ministry of Environment has approved the Household Packaging and Paper Stewardship Program Plan in May of this year. The approval follows months of consultations and underscores the collaborative effort towards achieving efficient and effective packaging and paper recycling in Saskatchewan. Thank you to all who provided input during the consultation sessions held June to August 2023.

The shift to EPR supports a circular economy, where material is collected, recycled and available as recycled content to be made into new products or packaging, keeping material in the economy and out of the environment.

The Role of MMSW

Multi-Material Stewardship Western (MMSW) is the producer responsibility organization in Saskatchewan for delivery of the Program Plan on behalf of producers, ensuring producers are fulfilling their obligations under the new regulations.

MMSW will partner with various entities to ensure effective collection and recycling of residential packaging and paper, including local governments, private collection contractors, material recovery facilities, transporters, and First Nations and Métis communities.

Transition Timeline

The transition from the current shared-responsibility program to a full EPR system, entirely managed and operated by MMSW on behalf of its producer members, will take place in three phases starting December 1, 2024, with the transition anticipated to be complete by the end of 2027.

MMSW is actively engaging with community partners and has established dedicated working groups for Phase 1 and Phase 2 with plans for a Phase 3 working group to be formed in the near future.
