As we welcome the summer season, I hope this allows you all some time for rest and relaxation, but also reflection on the continuing issues that face all business leaders.
The current geopolitical situation is still having an impact, with the war in Ukraine, inflation, supply chain matters among some of the key issues being faced by businesses. With this in mind, I am delighted that we will be welcoming Frances Fitzgerald MEP as guest speaker at our upcoming and timely webinar, titled ‘Current EU Priorities in a Shifting Geopolitical Landscape’, on Friday, 10th June. It was in such a complex and turbulent environment that we sought our members' views in our latest quarterly research on the many challenges they are facing as business leaders and how these issues are impacting them, their primary organisations, the economy and society generally. You can read the results of this exclusive IoD members' survey in our Director Sentiment Monitor report for Q1 2022 (link below). It makes for fascinating reading.
Today we publish the latest list of recently qualified Chartered Directors, who can now use the designation CDir after their name. Our warmest congratulations to them all.
I was delighted to see the launch of Chapter Zero Ireland last month. IoD Ireland is also a founding body of Chapter Zero Ireland, alongside HSBC Ireland, Ibec, Chartered Accountants Ireland, and Deloitte Ireland. Chapter Zero Ireland’s purpose is to build a community of non-executive directors and equip them to lead crucial boardroom discussions in Ireland on the impacts of climate change. This is a vital issue on many levels. Please see below for more information.

Research Results: Director Sentiment Monitor Survey Q1 2022
Our latest IoD Ireland Director Sentiment Monitor (DSM) for Q1 2022 was published on 12th May. The new research reveals our members’ sentiment in relation to hybrid working, the Right to Request Remote Working Bill 2022, Russia's war in Ukraine, the economy, business confidence, the Government's performance, and more.
It garnered considerable media coverage via outlets such as RTE's Morning Ireland, Irish Independent, Irish Examiner, the Business Post, and a host of regional and local radio stations around the country.

Chapter Zero Ireland Launched
Chapter Zero Ireland is the Irish Chapter of the Climate Governance Initiative, developed in collaboration with the World Economic Forum. Chapter Zero Ireland’s purpose is to build a community of non-executive directors and equip them to lead crucial boardroom discussions in Ireland on the impacts of climate change.
The Chapter will develop a programme for members to build capacity on their boards and appropriately respond to the risks and opportunities presented by climate change. This programme will include the creation of climate related governance content, the hosting of expert-led sessions, as well the sharing of experience and knowledge. This expertise will be aimed at non-executive directors who are just starting to engage with climate change in their boardroom, as well as more in-depth activities for those who are more experienced. IoD Ireland is delighted to be a founding body of Chapter Zero Ireland, alongside HSBC Ireland, Ibec, Chartered Accountants Ireland, and Deloitte Ireland.

Latest Qualified Chartered Directors Announced
We are delighted to publish the latest list of recently qualified Chartered Directors. As part of this qualification, newly qualified Chartered Directors may also use the designation CDir after their name.
The Chartered Director Programme is a unique qualification for directors and strategic business leaders combining learning and professional experience. This sought-after programme has been running in Ireland since September 2008 and is delivered exclusively by IoD Ireland.

New UK Registration Requirement for Overseas Entities Owning UK Property
Our latest Director Factsheet, from McCann FitzGerald LLP, looks at the UK Government's has Economic Crime (Transparency and Enforcement) Act 2022 (the “Act”) to regulate the ownership by overseas investors of property in England, Wales, Scotland or Northern Ireland. Any Irish corporate bodies, partnerships and trusts that own or intend to make property investments in the UK and their officers and beneficial owners are advised to look further into whether the Act applies to those investments.

Members in the News
Congratulations to Susan Spence, Co-Founder and President of SoftCo, who is the Business and Finance Business Person of the Month for May 2022, in association with KPMG. Prior to co-founding SoftCo in 1990, Susan held senior management positions with Hewlett Packard, McDonnell Douglas, and Phillips BV.
The Minister for Health Stephen Donnelly has appointed Catherine Mullarkey as Chair of the Board of St. James Hospital. The appointment is until 7th March 2028. Catherine has served as a non-executive director of St James’s Hospital since 2019 and was a member of the audit and risk committee and chaired the finance committee of the board.
Orla O'Gorman has been appointed as a Non-Executive Director with HealthBeacon, the digital therapeutics company that develops products for managing injectable medications for patients in the home.
Darragh O'Loughlin has been appointed Chief Executive Officer of the Irish Horseracing Regulatory Board (IHRB), effective 29th June.

Latest Government and Stakeholder News
Protected Disclosures (Amendment) Bill
The Government has published the Protected Disclosures (Amendment) Bill 2022, which is intended to enhance and strengthen the protections for whistleblowers in Ireland. The Bill will transpose the EU Whistleblowing Directive and will extend the scope of the legislation in providing protections for volunteers, shareholders, board members and job applicants for the first time.
Women in Finance Charter
The Women in Finance Charter is a collaboration between industry and Government under the Ireland for Finance strategy. Ireland for Finance is the Government’s blueprint for the development of the international financial services sector. Diversity is a key theme of the strategy. The Charter was developed in partnership with Financial Services Ireland, Insurance Ireland, Banking & Payments Federation Ireland and Irish Funds.
Publication of Economic Recovery Plan 2021 – Progress Report
The Government has published a Progress Report on the 2021 Economic Recovery Plan. The Plan 'is rooted in an overarching ambition of having 2.5 million people in work. It places a focus on more productive, innovative, resilient jobs, including in new areas of opportunity'.
Public Consultation on Pillar Two Minimum Tax Rate Implementation
A public consultation seeking stakeholder views on the implementation of the Pillar Two Minimum Tax Rate proposal in Ireland has been launched. The consultation period will run until 22nd July 2022.
Public Consultation on Collective Bargaining
The Department of Enterprise, Trade and Employment is seeking views on proposals being considered by the High-Level Group on Collective Bargaining. This Group was set up under the Labour Employer Economic Forum (LEEF) to review collective bargaining and the industrial relations landscape in Ireland. The closing date for submissions is Thursday, 16th June 2022.
General Scheme of the Charities (Amendment) Bill 2022
The Heads of the General Scheme of the Charities (Amendment) Bill 2022 have been approved by the Government. The Bill proposes to update existing charity law to improve the ability of the Charities Regulator to conduct its statutory functions and ensure greater public trust and confidence in the sector.
Critical Skills Occupations List
Employments in respect of which there is a shortage in regard to qualifications, experience or skills which are required for the proper functioning of the economy, the Critical Skills Occupations List is organised using the Standard Occupational Classification system (SOC 2010). Specific capabilities or skills that are eligible within a broader occupation category are listed under ‘Employments with Specific Skills’. Applicants with these skills may apply for Critical Skills Employment Permits.
