Key Themes from IGA 2023

Last week’s Indian Gaming Tradeshow & Convention (IGA) in San Diego highlighted the excitement surrounding the future of tribal gaming across the country. IGA’s record-setting attendance – confirmed by conversations with both operators and vendors who felt the change over previous years – mirrored the recent growth seen at tribal casinos. Operators, vendors, and game manufacturers alike attended to review the latest and greatest in Class II gaming and emerging technologies, conceptualizing ideas to continue advancing this sector. Following are two key themes from the show:

The resurgence of Class II gaming. From its focus in the Day One education sessions to expansive displays on the show floor, Class II gaming took center stage both figuratively and literally. Previously known to underperform compared to its Class III counterparts, the Class II slot machine product is improving, increasing market share in the industry, and giving Tribes economic and political benefits relative to taxation, revenue sharing and compact negotiations that Class III machines simply can’t provide. Further, many of our tribal clients expressed a growing interest in the machines among their patrons. In fact, on the show floor, game manufacturers were showcasing Class II machines that were virtually identical to Class III machines; we certainly couldn’t tell them apart. And conversations with operators and manufacturers suggest that the win-per-unit premium Class III machines enjoy is rapidly decreasing. There also was tangible excitement around the implementation of Class II gaming products in an iGaming environment. The legality and implementation of this likely will spill over into future IGA shows as iGaming becomes more prevalent in the U.S. and particularly in tribal country.

TIG & Acorn Environmental on Fee-to-Trust Rule Changes for GGB
On March 1, the comment period closed on proposed revisions to two sets of regulations regarding development in Indian Country. Under the leadership of Secretary Deb Haaland, the Department of the Interior is attempting to reform the process for acquiring lands into federal trust status for Native American tribes and individuals, commonly known as "fee-to-trust" or "FTT," and on a parallel track, to rationalize and codify the rules that govern Class III compacts. For the April issue of Global Gaming Business magazine, TIG Executive Vice President Tom Zitt partnered with Ryan Sawyer, project director at Acorn Environmental, to break down the proposed changes to the FTT process.
