Is System Reform Out of Your Reach?

Many urban district leaders would like to take on system transformation but feel limited by shrinking budgets. Rather than being discouraged by low per-pupil funding, Tulsa Public Schools (TPS) is taking a hard look at its resource use and investing in initiatives to build change management capacity, recruit and retain high-quality teachers, and support principal supervisors. In this newsletter we look at how system reform can be a lever for increasing student achievement, even within the constraints of a tight budget.

Shining the Spotlight on Tulsa Public Schools (TPS) 
ERS joins a team of expert partners including Center for Educational Leadership, TNTP, TimeWise Schools, and UPD Consulting to support system reform in Tulsa. ERS is working with TPS to revamp its management of people, time, and money with a School System 20/20 diagnostic; update its teacher compensation model; support principal supervisors; and create a five-year strategic plan. 

ERS partner David Rosenberg puts studies on urban education achievement under the microscope and finds progress in urban education, especially in districts pursuing ambitious system reform. 

Data Decisions Briefs

Over the course of four days, budget analysts from Cleveland, Denver, Los Angeles, and Philadelphia gathered with ERS team members for a professional growth retreat. Participants engaged in training sessions covering the characteristics of effective funding systems, how to apply hypothesis-driven analysis to school support, and Excel skills; team-building sessions; and collaborating with other districts.
