Many urban district leaders would like to take on system transformation but feel limited by shrinking budgets. Rather than being discouraged by low per-pupil funding, Tulsa Public Schools (TPS) is taking a hard look at its resource use and investing in initiatives to build change management capacity, recruit and retain high-quality teachers, and support principal supervisors.
