Board of Education holds annual organizational meeting and elects new officers

The Laguna Beach Unified School District Board of Education held its annual organizational meeting on Thursday, December 11, during which the Board elected Sheri Morgan as Board President and Dee Perry as Board Clerk.


"Serving this community is both a responsibility and a privilege. As Board President, my focus will be on supporting a Board that works efficiently, listens respectfully to all perspectives, and stays centered on what matters most - our students and the Laguna Beach community," said Board President Sheri Morgan. "I look forward to working collaboratively in the year ahead. Work that requires a willingness from all," she concluded.


The Board also adopted its 2025 calendar of regular meetings and designated its representatives to selected committees and partner organizations:


  • College and Career Advantage (CCA) (2 Representatives, 1 Alternate)

  • Community Coalition (1 Representative, 1 Alternate)

These time-limited ad hoc committees support the Board’s governance role by providing focused oversight and study in defined areas, such as facilities planning, transportation, arts education, and governance processes. They conclude their work upon submitting final recommendations or reports to the Board by their established dissolution dates.

Transportation Ad Hoc Committee update

The Board received an update on the work of the Transportation Ad Hoc Committee, which was established in June 2025 and includes trustees, district staff, parents, students, and representatives from Durham School Services. The committee has met regularly since July to review transportation services and identify areas for improvement.


The update outlined several priority issues the committee has examined, including:

  • Transportation needs in the TK/Audubon area
  • Bus camera system deficiencies
  • Limitations in the BusZone (Zonar) app
  • Transparency in maintenance and safety documentation
  • Bus monitors
  • Communication protocols for incidents and delays
  • HVAC and rider comfort concerns


Looking ahead, the committee is exploring options for additional onboard support for students, evaluating upgraded safety and tracking technology, and considering long-term improvements to make bus service more reliable and comfortable for families.

LBUSD announces 2025 employees of the year

LBUSD this week announced its 2025 Employees of the Year, recognizing Randi Beckley, a world language French teacher at Thurston Middle School with 19 years of service, as Teacher of the Year, and Thasa Zuziak, a special education instructional aide at Laguna Beach High School with 12 years of service, as Classified Employee of the Year.


In addition to the districtwide honorees, LBUSD also recognized Employees of the Year across several classified staff job categories. These categories represent the wide range of non-teaching roles that support the district’s schools:


  • Leanne Hartley: Clerical and Administrative Services, Data Support Specialist, District Office
  • Sal Tamayo: Custodial, Maintenance, Nutrition, and Security Services, Campus Supervisor, Laguna Beach High School
  • Krissy Landgraf: Health and Student Services, Activities Account Specialist, Laguna Beach High School


Employees of the year will be celebrated as part of a broader recognition ceremony at the school board meeting on January 22 at 6 p.m. 

LBHS students lead the way in sustainability with grand opening of new edible garden

Laguna Beach High School (LBHS) celebrated the grand opening of its new edible garden on Thursday, Dec. 4, 2025, a student-driven project born from ideas presented in last year’s Sustain SoCal Challenge. 


Led by LBHS student Zoe Bartels and funded by a SchoolPower grant, the project aligns with the Laguna Beach Garden Literacy Initiative, which has established garden learning spaces at every school site across the district and advances the district’s sustainability goals by strengthening environmental education and promoting student and staff health and wellness. Orange County Waste and Recycling also supported the effort by contributing soil and compost diverted from landfills.

Board receives Positive Certification on First Interim Financial Report

The Board received the 2025–26 First Interim Financial Report, which provides an update on revenues, expenditures, fund balances, and multi-year projections through October 31 and is required by state law. The report was certified positive, indicating that the District maintains sufficient reserves, remains fiscally solvent over the multi-year projection period, and continues to meet all State financial requirements.

Board Policy Updates

The Board reviewed a series of policies updated through the California School Boards Association (CSBA) and presented for a first reading on November 13, 2025. These policies were brought forward on December 11, 2025, for a second reading and approval. The policies included:

  • BP 0410 – Nondiscrimination in District Programs and Activities
  • BP 0440 – District Technology Plan
  • BP 0450 – Comprehensive Safety Plan
  • BP 1113 – District and School Websites
  • BP 1312.3 – Uniform Complaint Procedure
  • BP 3515 – Campus Safety
  • BP 3515.4 – Recovery for Property Loss or Damage
  • BP 4030 – Nondiscrimination in Employment
  • BP 4033 – Lactation Accommodation
  • BP 4119.11/4219.11/4319.11 – Sexual Harassment

Board Policy Review: BP 9322 – Agenda Preparation

The Board also reviewed Board Policy 9322 as part of the information-gathering process outlined in Bylaw 9310. The Board President brought this policy forward for discussion to allow trustees to consider potential revisions and provide direction on any desired changes. Following Board deliberation, the Board directed staff to prepare draft language for further consideration regarding the Board President’s primary role in agenda preparation and parameters for items placed on the consent agenda. Any proposed revisions will return for formal first and second readings following legal review.
