Laguna Beach USD welcomes new leadership at Top of the World Elementary and in special education services

The Laguna Beach Unified School District (LBUSD) announced the appointment of Thomas Turner as the new principal of Top of the World Elementary School and Jennifer Moss as the new Program Specialist for special education services. Turner brings extensive experience in educational leadership, while Moss will support the coordination and implementation of special education services. Both will formally join the team during the summer ahead of the 2024-25 school year. The LBUSD Board of Education took action to approve their appointments at a special meeting held on Friday, June 21.


Mr. Turner has nearly three decades of experience in education, with 20 years in school, district, and county administration. Most recently, he served as the Executive Director of Educational Services at the Orange County Department of Education (OCDE). He holds a Bachelor of Science in Business Administration from the University of Southern California (USC), a Juris Doctor from the University of San Diego, and is a member of the State Bar of California. 


Ms. Moss has worked in education for 26 years, with two decades of experience as a classroom teacher before returning to earn a Master of Science in School Psychology and a Pupil Personnel Services Credential with a School Psychology Specialization from National University in 2018. She earned her Administrative Services Credential in 2022. Moss also holds a Master of Arts in Teaching and a Bachelor of Arts in Psychology from Chapman University. She was most recently, the District Coordinator of Special Education Mental Health Services at Capistrano Unified School District.

LBUSD takes major steps toward sustainability with new Energy Master Plan

On December 14, 2023, the Board of Education approved a contract with P2S INC. to help with energy planning to make LBUSD schools more sustainable and reduce energy use. This is part of the district's goal to be carbon neutral by 2030.


P2S INC. completed a detailed energy audit of all school buildings and created a plan with suggested energy conservation measures, including lighting upgrades, photovoltaic (PV) systems, battery energy storage systems (BESS), electric vehicle (EV) charging stations, HVAC replacements with heat pumps, and domestic water heater replacements.


A draft of the energy master plan was presented to the Board for consideration at the July 25 meeting. The plan provides a roadmap for LBUSD to lower energy use, increase renewable energy, and reduce costs. The recommendations will also be used to update the district's Ten-Year Facilities Master Plan, aligning resources to implement the necessary sustainable improvements to lower LBUSD's carbon footprint.

Partnering for food recovery and sustainability

At its July 25 meeting, the Board of Education approved an agreement to partner with Laguna Food Pantry to meet food recovery efforts required by Senate Bill 1383 (SB-1383). This law aims to reduce food waste and address food insecurity by recovering 20 percent of edible food that would otherwise go to landfills by 2025. LBUSD will transport excess food to Laguna Food Pantry, which distributes it to those in need. This agreement is consistent with LBUSD Board Policy 3510, Green School Operations, allowing the donation of excess food to reduce the amount of food waste generated by the nutrition services program.
