Let’s Talk Financial Plan 2026-2030 

Community participation is an essential part of developing budget priorities. Public input into the process ensures the City’s financial plan reflects the community’s current wants and needs and assists Council with balancing the ongoing service needs of a growing community while delivering on strategic priorities and projects. The schedule for the 2026-2030 financial plan meetings to be held in the Forum, Parksville Civic and Technology Centre, 100 Jensen Avenue East, may be viewed here.

Topics listed are preliminary and may change; agendas may be viewed on the City’s website prior to meetings. Meetings will be webstreamed live and archived on the website. Comments can be submitted in-person at the meeting, online at Let’s Talk Parksville, or by email to council@parksville.ca. All comments will form part of the public record.

Parksville Firefighters Annual Food and Toy Drive

Parksville Fire Rescue is once again asking the community to support the 2025 “Fill the Boots for Food” drive. Firefighters will collect cash donations for the Salvation Army and new unwrapped toys for the Society of Organized Services on Saturday, November 15 (9 am to 5 pm) and Sunday, November 16 (10 am to 3 pm). Firefighters will be at various locations in the City, such as grocery stores and Canadian Tire, asking residents to generously support the Salvation Army food bank with cash donations. Please watch our social media feeds and website for locations.

Each year, residents in the Parksville Fire Protection Area generously support the annual drive and are the reason the food and toy drive is an incredible success. With $97,019 in cash donated in 2024, this drive and the generosity of our residents make a true difference to many during the holiday season.

 

The first drive for the Parksville Volunteer Fire Department in 1988 helped stock the Salvation Army’s shelves for Christmas with about 5,000 pounds of food collected door to door. Over the years, local departments joined the campaign and now Parksville Fire participates with District 69 departments to collect cash donations for the Salvation Army food bank and new unwrapped toys for the Society of Organized Services.

Getting a Little Help from City Parks Team

The City’s operations crews will implement a health enhancement initiative for three notable trees in the Parksville Community Park. Two trees are near the beach washroom area - a big leaf maple to the north, surrounded by a circular concrete bed, and an oak tree adjacent to the food truck pads. The third tree is an Antarctic Beech located in the arboretum in the park. The three trees will receive a specialized fertilizer treatment designed to boost vitality and enhance resistance to disease and environmental stress, like a flu shot for trees.

 

The Antarctic Beech will also undergo a root zone revitalization using an air-spade to cultivate the soil within a six-foot radius and to a depth of six to eight inches. This process improves soil structure, promotes root development, and incorporates organic matter and Biochar to enrich the growing environment. Given the rarity of this species in our region and the potential presence of root phytophthora, this intervention offers the best opportunity to preserve the health of the trees.

 

The City is committed to monitoring the urban forest and applying treatments based on service levels, budget considerations and the specific needs of each tree.

Removal of Sequoia Tree at

Morison and Island Highway West

On Wednesday, October 29, the City will remove the Giant Sequoia located at the corner of Morison Avenue and Island Highway West, adjacent to the town clock. During the removal, six parking spaces on the north side of Morison Avenue and three on the south side will be closed early in the morning until about 3 pm. The sidewalk and road access will be open with possible short closures.

This decision to remove the Sequoia follows a comprehensive multi-year assessment and a recent arborist report which confirmed the health of the tree has continued to decline. Planted around 1999, the tree over the past five years has exhibited visible decline, with 30 to 40% of its canopy affected by fungal blight. Despite antifungal treatments and fertilizer applications, the tree’s health has continued to deteriorate. The tree is growing in a small garden bed shared with a large oak tree and its roots have caused significant bulging and upheaval of adjacent sidewalk panels, resulting in ongoing maintenance challenges.

Cookies, Carols and More!        

We’re set to host the community at our annual Cookies, Carols and More! event on Saturday, December 6 from 2 to 4 pm at the Jensen Centre. Celebrate the holiday season with family and friends. Hosted by the City, this annual event features entertainment, cookies, hot chocolate and coffee, activities for kids and their families, and a visit from Santa. Everyone welcome! More info.

REMINDERS AND THINGS TO KNOW...

Water Conservation Levels Lifted November 1

Effective November 1 in the City of Parksville, all watering restrictions will be lifted through March 31, unless otherwise advised. We moved to level 3 on June 26 and level 4 on July 30 and wish to thank residents for your efforts to conserve water during a particularly dry summer.

Reminder About Leaves on City Streets

Leaf control is the responsibility of property owners. Leaves must not be raked or blown from lawns onto the street in anticipation of the sweeper truck intended to remove leaves which fall onto the streets resulting in blocked catch basins and safety hazards for cyclists and pedestrians. Blowing or raking leaves into the gutter is illegal and subject to a fine of $75 (Traffic Bylaw 1436).


Recycle BC Pop-up Depot

The pop-up depot in Parksville accepts free of charge, flexible plastic packaging, white and coloured foam packaging, glass packaging and paper packaging and cardboard. Remaining dates for 2025 are November 8, November 22, December 6 and December 20. Materials may be dropped off from 10 am to 3 pm at 1080 Industrial Way. Recycle BC website
